UNICEF publishes report, supported by Landell Mills, on Humanitarian Cash Transfer Response to Ukraine Crisis

UNICEF has published a report on their Humanitarian Cash Transfer (HCT) response in Ukraine. Landell Mills provided the core study team, and our partner RM Team supported on the primary field research. The contract began in August 2023.

The HCT Study, commissioned by the UNICEF Ukraine Country Office (UCO), served a dual purpose:

  1. To consolidate evidence-based learning on the relevance, effectiveness and coherence of the HCT programme in responding to the basic needs of war affected vulnerable households in Ukraine between March 2022 and June 2023.
  2. To review how UCO has leveraged its large-scale HCT response to promote linkages with shock responsive social protection, with a focus on the Perekhid Initiative.

The study found that between March and December 2022, UNICEF delivered cash transfers to 220,959 households; achieving 83% of the target set by the emergency appeal. In 2023, the program re-pivoted to deliver cash transfers in newly accessible and frontline areas, while also ensuring that payments committed in 2022 were completed. Households affected by the crisis widely appreciated the cash transfers, praising their significant impact during a time of great need.
