Agricultural output in Georgia provides about 7.1% of GDP, significantly lower than during the Soviet Union times. Nearly 40% of the population is employed in low productivity subsistence agriculture where self-employment is prevalent. Effective irrigation and drainage services have been in decline over the last 2 decades, mainly because of a lack of new investments and poor maintenance, and agricultural production and productivity have fallen dramatically. Water resources availability in Georgia varies greatly from season to season and geographical area. The western part of Georgia has sufficient resources, while the eastern part is dry and water scarce. The operating irrigation reservoirs have the ability to store less than 4% of the annual flow of east Georgian rivers. Georgia has abundant groundwater resources, but its usage for irrigation, including drip-irrigation, is still limited. Development of water resources is constrained by a lack of operating national hydrologic data collection and analysis systems. Moreover, climate change is threatening Georgia’s water resources, in particular its natural mountain snowpack storage.

The program will be aligned with the following impact: agriculture production and food security improved.

The proposed program (that the contract is designing), has two lending components: a policy-based loan to promote institutional, governance, management, and financial management reforms in the Georgian irrigation sector; and an investment project to modernize outdated irrigation systems at the Kvemo Samgori left main canal scheme, and demonstrate innovative agricultural production through water efficient technologies within the project area. These outputs will result in the following outcome: modernized irrigation approaches implemented in Eastern Georgia.

The Climate Smart Irrigation Sector Development Program (CSISDP) will modernize the Kvemo Samgori left main canal (KSL) irrigation scheme in the Kakheti region in eastern Georgia. Modernization of the Kvemo Samgori scheme comprises essential works on the main canal and structures and installation of buried, pressurized pipe irrigation distribution network. Modernization will address the deterioration in the effectiveness of irrigation infrastructure and associated falling agricultural productivity that has been experienced in recent years. It will improve water productivity through a reduction in water losses resulting from higher water use efficiency. It will also facilitate increases in crop yields and diversification to high value crops (HVCs), with a positive impact on farm incomes. At the institutional level, the program will build the capacity of the Ministry of Environmental Protection and Agriculture (MEPA) and Georgian Amelioration (GA), the state irrigation provider, and farmers in water management and will improve irrigation operation and maintenance (O&M). Through physical and institutional interventions, the program will help to address the potential adverse impacts of climate change on agriculture and livelihoods in program locations. The primary beneficiaries will be private farmers cultivating land in the modernized KSL irrigation scheme.

Mid-Term Evaluation of EUROCLIMA+

The overall objective of the EUROCLIMA+ programme is to contribute to reduce climate change and its effects in Latin America. The specific objective of the programme is to contribute to foster climate mitigation, resilience and investment in Latin America. The programme, which has evolved through different phases, currently pursues three priority outcomes: (1) climate-related policies, plans and institutions strengthened; (2) access to climate finance and investment improved; (3) transparency and accountability of climate policies and their implementation improved. Three additional cross-cutting outcomes included: (4) intersectoral, multi-level and multi-stakeholder coordination improved; (5) climate change education and outreach improved; (6) gender and groups in vulnerable situations participation mainstreamed. EUROCLIMA+ is implemented in 18 countries through more than 120 interventions (projects/actions).

EUROCLIMA+ contributes to cooperation between the EU and Latin America on climate-change related topics, through: (b) the provision of technical climate change expertise / knowledge transfer; (c) the creation of space for strategic dialogue in the context of climate change international and regional fora; (d) activities that play a critical/catalytic role in paving the ways for investments, through (e) pilot projects in selected sectors, and with (f) support to enhanced south-south cooperation.

The mid-term evaluation is performed midway with respect of the overall cumulative implementation period of EUROCLIMA+, foreseen under Decisions 2016, 2017 and 2019. It focuses on progress to date. It will explain why progress is happening or is not happening as planned and provide recommendations on how to improve the intervention during its residual duration, to achieve the expected objectives, taking into account problems and opportunities.

The focus of this evaluations was on the assessment of achievements, the quality and the results in the context of an evolving Programme focus, with an emphasis on result-oriented approaches and the contribution towards the implementation of the NDCs in the beneficiary countries. In particular, this evaluation served to measure how the cumulative combination of different programme approaches and interventions have been contributing to help the respective countries in achieving their climate change related objectives.

The main objectives of this evaluation were to provide the relevant services of the EU and the interested stakeholders with:

Overall independent assessment of the past performance of the EUROCLIMA+ Programme, paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results.Key lessons learned, conclusions and related recommendations in order to improve current and future Interventions.

TA-9983 AFG : Preparing the Climate-Resilient Livestock Value Chain Enhancement Sector Project - Investment Feasibility Study (54012-002)

Landell Mills has been contracted to conduct the transaction technical assistance (TA) to support the government in preparing the project. In particular, Landell Mills will conduct the investment feasibility study (IFS) and assist in the project processing and implementation startup for the ensuing grant to the Islamic Republic of Afghanistan for the Livestock Value Chain Enhancement Sector Project.

The project will help strengthen livestock value chain development in key intensive livestock industries (dairy and poultry) in selected regions of Afghanistan. It will strengthen the value chain by targeting input suppliers, intensive producers (fodder producers and commercial poultry and dairy farmers), product aggregators, and agro-processors involved in adding value to livestock products. The project will finance the development and refinement of Afghanistan’s regulations to improve the quality and safety of production inputs. It will provide grant assistance for the establishment and upgrading of agro-processing facilities to enhance quality, hygiene and food safety of processed livestock products while promoting backward linkages with producers to more efficiently relay market signals through the price mechanism.

The project will have two outputs: (i) regulatory and institutional capacity in the livestock subsector strengthened; and (ii) livestock farm and agribusiness enterprise facilities established and/or upgraded. These outputs will result in the following outcome: production, productivity, and marketing of livestock products increased in selected regions of Afghanistan. The project will be aligned with the following impact: incomes of intensive livestock producers and agribusiness enterprises increased and poverty reduced.

The transaction technical assistance (TA) will support the government in preparing the project. Particularly, the TA will: (i) conduct the investment feasibility study (IFS) (output 1), and (ii) assist in project processing and implementation startup for the ensuing grant (output 2) to the Islamic Republic of Afghanistan for the Livestock Value Chain Enhancement Sector Project.

Note: The project was initially for a contract value of $531,620. Following the take-over of government by the Taliban in August 2021 the project was put on hold. It was then officially terminated on 21 February 2024. The contract value was revised to $58,242 to represent the value of services up to that time.

TA-9916 REG: Greater Mekong Subregion Sustainable Agriculture and Food Security Program - SAFSP Consulting Firm

Landell Mills is providing knowledge and support technical assistance (KSTA) on the Greater Mekong Subregion (GMS) Sustainable Agriculture and Food Security Program (SAFSP). The Project builds on the achievements of the GMS Core Agriculture Support Program (CASP) phases I (2006-12) and II (2012-16). It is aligned with the following Impact: GMS as a leading supplier of safe and climate-friendly agri-food products realized, and Outcome: investments and capacities for climate-friendly, safe and sustainable agri-food value chains increased. These will be achieved through four outputs:

Output 1: Climate-friendly, inclusive and gender-conscious agri-food value chains and agribusinesses strengthened

Sub-output 1 on promoting green, inclusive and gender-conscious agri-food value chains will (i) identify policies / measures for promoting clean energy and reducing water consumption, food losses and waste in selected value chains while effectively integrating gender concerns; (ii) strengthen capacities of smallholders and agribusinesses, including women farmers and entrepreneurs, on low carbon green supply chain management, agribusiness skills, value addition, and climate-smart agriculture technologies and practices through private-public partnerships; and (iii) conduct pilots on green supply chain management in selected value chains.

Sub-output 2 on financing climate-smart agribusinesses will (i) propose measures for improving financial preparedness of small and medium agribusinesses, with specific focus on job creation for women; (ii) build capacities on green financing options; and (iii) support a competitive grant scheme to small and medium agribusinesses to scale up low-carbon good manufacturing practices. Agricultural digital finance service aimed at women farmers and entrepreneurs will also be piloted.

Output 2: Harmonized crop and livestock safety and quality systems adopted

Key activities on food safety and quality standards, certification and traceability include support for (i) harmonizing GMS policies and standards related to food safety and quality assurance, certification, accreditation, surveillance, and laboratories; (ii) establishing a platform to facilitate information exchange, coordination and food risk communication strategies; and (iii) conducting pilots on using digital technologies for food traceability and quality assurance to promote domestic and regional trade and ensure compliance with international food safety systems. Another sub-output on cross-border animal health and value chains improvement will support (i) safety policies and legislation on livestock, livestock products, and feed control; (ii) capacity strengthening for animal health workers to improve service delivery, control transboundary animal diseases and anti-microbial resistance; and (iii) piloting of advanced digital technologies for livestock identification and traceability to ensure compliance with international safety systems.

Output 3: Agricultural adaptation in the context of water-food-energy-climate nexus enhanced

Key activities include (i) preparing sub-regional assessments to prioritize activities critical to producing more food per drop of water; (ii) training government staff on climate-resilient water management options and water accounting in various climate change scenarios; and (iii) conducting pilots on climate-adaptive water management. Sub-output on water-food-energy-climate nexus will (i) establish a GMS platform to conduct policy dialogues on options to reduce water, energy, carbon and environmental footprints of agricultural practices and identify no-regrets' strategies that can make GMS agri-food systems resilient to climate change; (ii) integrate nexus thinking in climate change action plans of agriculture and related ministries, and in project design; and (iii) conducting pilots on agricultural adaptation that proactively consider water-food-energy nexus (e.g. solar irrigation, agricultural waste to energy for food processing).

Regional Technical Assistance Facility in support of Job Creation and Investment in Eastern Africa, Southern Africa and Indian Ocean

In the context of the EU initiatives, EU-Africa Strategy, Team Europe initiative and Global Gateway, Landell Mills is contracted to deliver the Regional Technical Assistance Facility (RTAF), known as the Africa RISE programme. The RTAF is a demand-driven facility that supports the EU’s partnership with Africa on sustainable investments and jobs in 25 countries in Eastern and Southern Africa, and the Indian Ocean region. The facility delivers technical assistance covering seven sectors: public policies; statistics and indicators; financiers/risk takers; legal, institutional and procedural issues; private sector, employment creation and labour standards (labour market and employment – formal and non-formal); and trade.

Specifically, the facility provides technical assistance to strengthen access to finance and implementation of dedicated financial instruments and supports inclusive and sustainable growth, job creation and decent work. The Facility also promotes macro-economic policy and regulatory reform to create a business environment that encourages investment and trade, enhances the capacity of the private sector and promotes inclusive public-private dialogue leading to improved economic and social development.

The facility operates in a flexible and adaptive way - in line with its demand-led nature - and coordinates closely with DG INTPA, EU Delegations, national and regional stakeholders, and other projects (e.g., SWITCH to Green Facility, Investment Climate Reform (ICR) Facility, SOCIEUX+, Trade, Private Sector Development and Engagement (TPSD II) Facility, Digital for Development (D4D) Hub etc.). Example areas of support include:

promoting and strengthening inclusive public-private dialogue, private sector engagement and social dialogue; strengthening structured political and policy dialogue; strengthening the capacity of regional bodies and national administrations to design and implement legal, regulatory, administrative and institutional reforms that promote regional and continental economic/trade integration, economic stability, conducive business environments, and attracting investment within the overall strategy of promoting sustainable and inclusive economic and social growth; contributing to market analysis and market system development activities; analysing national/regional value chains and support their development; strengthening capacity and productivity of MSMEs; promoting women and young innovative entrepreneurship; identifying skills and sectors for high quality job generation; informing strategies to support informal and formal firms in their growth process by supporting increase access to finance, higher participation in local, national, regional and global markets, use of digital resources, improve support services with a clear goal of generating decent jobs; generating knowledge, studies and communication services.

Results to be achieved include:

Building the capacity of private organisations or interest groups and public sector representatives to engage in public-private dialogue and partnerships. Establishing and strengthening inclusive public-private dialogue and private sector engagement. Strengthening structured political and policy dialogue through the Sustainable Business for Africa Platform at country, regional and sector level – between the EU and private sector (from Europe and EA-SA-IO region). Strengthening and supporting policy and political dialogue between the EU and Partners’ countries and Regional organisations, with in particular a support to all Commission Directorates General sectoral dialogues. Strengthening the capacity of regional bodies and national administrations to design and implement legal, regulatory, administrative and institutional reforms that promote increased revenue mobilisation, trade, economic stability, regional integration, well-functioning financial markets, efficient and fair labour markets, conducive business environments, decent work, formalization of the economy and attractive investments. Strengthening the capacity and expertise of public and private actors at country and regional level to develop value chains with the highest potential for green and inclusive growth and decent job creation, including a strong focus on women, youth and persons with disabilities or marginalised groups to foster economic empowerment and/or pro-poor/smallholders impact. Improving the capacity of government, civil society organisations, specialised agencies and laboratories as well as of private sector actors to address the issues of social, labour and environmental sustainability as well as transparency, traceability, and certifications schemes and labs accreditation processes related to key value chains, including by strengthening quality infrastructure. Enhancing the capacity of people, in particular women and young entrepreneurs to set up businesses and access financial services and the labour market through facilitating their access to vocational training, information (legal, administrative, technical), credit, incubators/business angels’ mechanisms, targeted support on tax regimes, land acquisition, quality and access to public services (including e-services), judicial redress and anti-corruption mechanism. Enhancing knowledge and use of investment support financial instruments proposed by donors and development finance institutions, in particular the EU and EU Member States, to facilitate the financing of investments projects contributing to energy transition and green deal policies, circular economy, infrastructures, renewable energy, access to finance for SMEs, sustainable agriculture and agribusiness, sustainable cities and digital economy. Increasing the capacity for expertise and conducting relevant studies (gender and other analyses, feasibility studies, impact assessments, evaluations, mappings and data collection) relating to markets, value-chains, investments, innovation and trade; and strengthened knowledge creation and management as well as to engage in other relevant activities and exchanges. Strengthening public and private sector capacities to design policies or adopt measures and strategies in the field of productivity, strategic use of public procurement and development of e-procurement, social economy, cooperatives, formalisation, competitiveness, innovation, industrialisation, resilience, business and Human rights, and Labour standards. Providing analysis and designing plans in order to address the multidimensional impacts of the Covid-19 outbreak, and set up recovery measures.

Support to IPARD Managing Authority and IPARD Agency with the implementation of IPARD measures

The Republic of Serbia is a current beneficiary of the Instrument of Pre-Accession Assistance (IPA), designed to support reforms in countries in the process of joining the EU. Part of the IPA is an Instrument for Pre-Accession Assistance for Rural Development (IPARD), which focuses on rural areas and the agri-food sectors of candidate countries. Through this tool, the EU provides the beneficiaries with financial and technical help to make their agricultural sector and rural areas more sustainable and align them with the EU's Common Agricultural Policy (CAP). Serbia needs to create the conditions for the implementation of IPARD as the CAP accounts for 34.5% of the 2020 EU budget (EUR 58.12 billion).

Through the IPARD II Programme period 2014 to 2020, the EU has allocated for the Republic of Serbia EUR 175 million. IPARD II Programme has been approved by the EU and adopted by the Republic of Serbia; it is being realised through the Ministry of Agriculture, Forestry and Water Management and the Directorate for Agrarian Payments (IPARD agency). This is the first assistance of this kind intended directly for beneficiaries such as agriculture producers. IPARD programmes are based around measures set at European level and for Serbia, there are currently two operational measures. Namely, Measure 1: "Investments in physical assets of agricultural holdings" which helps farms invest in buildings or technologies; and Measure 3: "Investments in physical assets concerning processing and marketing of agricultural and fishery products" that targets projects in food processing companies to meet EU safety and environmental standards. The Financial Agreement between the Republic of Serbia and the European Commission entered into force on 12 June 2018 and the process for entrusting tasks related to the budget implementation was regulated for IPARD Measures 1 (Investments in physical assets of agricultural holdings) and 3 (Investments in physical assets concerning processing and marketing of agriculture and fishery products). The IPARD programme is currently being implemented for these Measures. The accreditation package for IPARD II Measure 7 (Farm diversification and business development) and IPARD II Measure 9 (Technical assistance) has been prepared and sent to the European Commission in July 2019. The process for entrusting tasks related to the budget implementation for those measures is ongoing (the Financial Agreement is not yet signed). The RD IT solution for accredited IPARD II measures has been developed through technical assistance and tested by the beneficiaries. A further upgrade related to the Registry office is necessary to complete the whole business process linked with the implementation.

The global objective of this assignment is to support the preparation of the Serbian Sector of Agriculture and Rural Development to implement the EU Common Agricultural Policy (CAP) to prepare the Republic of Serbia for EU accession.

The specific objectives of the contract are to strengthen the capacity of MAFWM regarding IPARD II assistance in the Republic of Serbia. Namely, it will focus on assisting the competent authorities and other stakeholders, which are directly involved in the process, when it comes to the implementation of the IPARD II Program in the future period. The principal beneficiaries of the contract are Department for Rural Development (IPARD Managing Authority) and Directorate for Agrarian Payments (IPARD Agency).
