The purpose of this evaluation was twofold:
An evaluation of ECHO's
interventions in Afghanistan (geographic, strategic/forward looking, summative)An evaluation of DG ECHO's
partnership with the Norwegian Refugee Council (NRC) (partnership/strategic), in and beyond Afghanistan
These two lines of enquiry were interrelated but, they constituted two different objects of analysis, and each required distinct research, analysis and synthesis, in line with the key evaluation questions. At the same time, however, the evaluation offered a valuable opportunity to look in-depth at the partnership in the context of Afghanistan, therefore, we ensured that the dual nature of this evaluation was combined with an efficient use of the in-country study opportunity, where the realities of the partnership approach were played out, and issues such as cost-effectiveness were explored more fully. We, therefo
re, proposed an in-depth case study of NRC-ECHO partnership within the wider global level partnership question.
In terms of outputs, Landell Mills' approach provided two distinct deliverables:
Output 1 was the evaluation of ECHO's intervention in Afghanistan; and
Output 2 was the evaluation of DG ECHO's partnership with the NRC.
Under Output 1, the evaluation team was required to
(a) provide an external, impartial and independent evaluation with an evidence-based judgment of the extent to which the humanitarian actions in Afghanistan were
effective (including in respect to advocacy and visibility) and
efficient;
relevant given the needs of the beneficiaries;
coherent both internally and with interventions by other donors, and by the EC; and have achieved
EU added-value. In addition, the evaluation will also examine the
sustainability of ECHO's interventions in Afghanistan, and the extent to which ECHO has ensured the coordination with DG DEVCO, toward a better humanitarian-development nexus
Under Output 2, the evaluation team was required to (b) provide an external, impartial and independent assessment of ECHO's Partnership with the NRC, with the intention of providing strategic recommendations for future operations
