Mauritanian Climate Change Alliance project Phase 2 (AMCC2)

The Global Climate Change Alliance (GCCA or AMCC in French) is an initiative launched in 2007 by the European Commission, with the global objective to strengthen the dialogue and cooperation on climate change issues between the European Union and the developing countries that are most exposed to climate change, especially the Least Developed Countries (LDC's) and Small Island Developing States (SIDS). Those countries are the most vulnerable to the negative effects of climate change.

The Mauritanian Climate Change Alliance project Phase 2 (AMCC2) is funded by the Global Climate Change Alliance for up to 7,5 million euros for a second phase.

Considering the lessons learned through the first phase (with a 4 million euros funding), AMCC 2 will focus on the intensification of climate resilience, with efforts made towards obtaining concrete results in the field. The activities will focus on supporting the restauration or preservation of ecosystems and biodiversity, better management of water resources, fight against desertification, co-management and rationalisation of land use and access to land. AMCC2 action will be based on the experiences of the first phase. The action is also complementary with the interventions of the first sector of action of the 11th EDF, about food security and sustainable agriculture.

The project is articulated around institutional support and support to local initiatives for the adaptation of the agro-sylvo-pastoral systems towards the restauration of degraded natural environment and preservation of natural resources. This will be done through the "Nationally Determined Contribution" of Mauritania and in line with the new European consensus on sustainable development.

AMCC2 will also continue to support environmental and climate governance, through targeted technical assistance, both at national and local levels. In addition, the communication workstream of thr project will look at raising awareness of the need to preserve natural resources and adapting to climate change, including through actions of environmental education for young people and integration of traditional know-how.

Special attention will be given to the role of women, as environmental degradation impacts women first. They represent a majority in rural areas because men frequently go to work elsewhere. Women, responsible for the use and daily management of natural resources, are therefore most affected by their depletion. Analyses on poverty show that poverty affects more often women than men. The ability of women to get out of poverty is more limited, since they are particularly affected by illiteracy, poor productivity, basic social services shortage (education, health, energy, potable water…) as well as by poor access to land, credit and commercial circuits.

Mauritania is greatly vulnerable to climate change and this is a critical issue for the country's future. The social context however is not very receptive to the necessity of a specific action on climate change, that is nevertheless exacerbating the degradation of natural resources. Degradation is mainly due to anthropic pressure. The combination of both phenomena emphasizes the territory desertification, more specifically in the wilayas in the south and center of the country, were the population and rural activities are concentrated, creating a major source of poverty.

This programme falls wihtin the framework of Agenda 2030. It contributes mainly with reaching progressively Objective 13 of the SDGs "Measures related to the fight against climate changes" but also helps progressing towards reaching Objectives 1 (Poverty) ; 2 (Hunger) and 15 (Biodiversity):

Overall objective of AMCC 2:

Improve in a sustainable way the resilience of natural systems and ecosystems services from which the most vulnerable can benefit from.

Specific objectives of AMCC 2:

SO1: Improve the institutional framework/strengthen the institutions in charge of following and coordinating the issues related to climate change

SO2: Adopt good practices of adaptation and sustainable management of the agro-sylvo-pastoral systems in the saharo-sahelian band

The principal effects of the program will be related to a better knowledge of climate change issues in Mauritania, taking them into account in development strategies and in sectorial reforms, the strengthening of institutional, technical and organisational capacities of the environmental, agricultural, livestock, hydraulic, green economy and sustainable energy sectors.

Targeted support for strengthening the capacity and competitiveness of small-scale horticulture farmers for the production of niche export products under the EPA in Zimbabwe

The programme of Targeted support for strengthening the capacity and competitiveness of small-scale horticulture farmers for the production of niche export products under the EPA in Zimbabwe (the Programme) is financed by the European Union (EU) under the TradeCom II – ACP Trade Capacity Building Programme on behalf of the Regional Authorising Officer (ACP Secretariat). The overall objective is to support the beneficial integration of Zimbabwe into the regional and the global economy and, thereby, contribute to sustainable economic development and poverty reduction.

The Programme focuses on seven value chains: sweet potato, floriculture, bananas, paprika, avocado, macadamia and pineapple and has three purposes:

To develop a stakeholder-led and "good practice" value chain compliance system for horticulture exports;To improve the capacity of the beneficiaries to access value chain compliance and export requirements that enhance and sustain access to the EU and other export markets including the Continental Free Trade Area (CFTA);To mainstream the recognized export requirements and "good practice" both in the public and private sectors into the stakeholder-led value chain compliance system.

The expected results at the end of this support Programme are as follows:

Support to civil society participation in the implementation of EU trade agreements

The overall objective of the project is to support the implementation of TSD chapters of EU Trade Agreements through consistent, visible and increased participation of civil society.

The purposes of this contract are fourfold:

Organising the meetings of DAGs.Providing, in agreement with the DAG members and alongside the European Economic and Social Committee, (EESC, specifically the REX secretariat) secretarial support for the meetings of civil society organised in relation to EU trade agreements.Capacity building and implementing international best practice to maintain and increase the meaningful participation of both EU and partner countries' civil society in Trade Agreements.Provide support to the communication of the EU DAGs work to the public via existing dedicated web pages and by social media so as to reach a wide audience.

For each trade agreement two DAGs are established, one representing EU civil society and one representing the civil society of the trade partner. They meet separately several times a year in their domestic configurations and jointly once a year, alternatively in Brussels and in the partner country or countries as a Joint Civil Society Forum or as a Joint Consultative Committee. With an overall goal of supporting existing DAGs or establishing new ones and maintaining dynamic, motivated and self-sustaining DAGs across EU trade agreements, our consortium, in agreement with the contracting authority and in cooperation with the REX secretariat, will ensure the logistical and secretarial aspects of the DAG meetings under each trade agreement.

The expected results of the action are:

R1: All meetings organised in a timely and efficient manner with travel arrangements, information distributed and expenses processed within agreed deadlines.R2: All meeting documents including agendas, minutes and reports as requested and approved by the DAG drafted to a sufficient level of quality and approved within agreed deadlines.R3: Ensuring civil society groups are aware of, and act accordingly to, their roles and responsibilities provided by the Trade Agreements.R4: News of meetings, public meeting documents and project progress are regularly communicated to a growing audience.

In addition, our consortium will also provide capacity building in the form of benchmarking and subsequent implementation of best practices and desk studies. The objective of the studies will be to inform the work of the DAGs by providing an in-depth review on a subject of particular relevance. This could be country-specific – e.g. trade flows of specific types of products or commodities from a partner country and environmental and/or labour issues linked to such trade, or horizontal – e.g. an analysis of different approaches to responsible business conduct.

Finally, we will provide support in the field of communication.

Lowland Resilience Research Analyst - Ethiopia

1. Background

Against a backdrop in Ethiopia of persistent and recurrent vulnerability to shocks, and economic under-development, the government has asked the World Bank and DFID to provide a "vision" for the future development of the lowlands that would reduce the need for recurrent humanitarian interventions and provide for the areas long term sustainable development. The study will build on the work already carried out by the UN examining practical ways to end humanitarian need in the lowlands. The study is intended to examine the long-term changes occurring in the lowlands – to its environment and land use, climate, population and settlement patterns, mobility of population and modes of production -that are undermining local adaptive strategies and increasing vulnerability, with a view to suggesting different pathways to greater resilience in the future.

2. Objectives
In collaboration with the World Bank, the Department for International Development commissions a research synthesis piece on Lowlands Resilience in Ethiopia. The paper focused on 6 streams of work including:

Service Delivery (shock responsive)– education, social protection and health (including nutrition)Data and trends Sources of growth, agriculture and livelihoods (part of a separate piece of work being commissioned)Environment and natural resource management Governance and systems – formal and informal institutions. Humanitarian

Landell Mills' mobilised a research analysis team to support the development of this piece of work and in particular data analysis, synthesis and support to work in relation to gender dynamics in the lowland areas. The analysts worked alongside senior staff at the World Bank and DFID.

Combined evaluation of the European Union’s humanitarian interventions in Afghanistan 2014-2018 and DG ECHO's partnership with the Norwegian Refugee Council

The purpose of this evaluation was twofold:

An evaluation of ECHO's interventions in Afghanistan (geographic, strategic/forward looking, summative)An evaluation of DG ECHO's partnership with the Norwegian Refugee Council (NRC) (partnership/strategic), in and beyond Afghanistan

These two lines of enquiry were interrelated but, they constituted two different objects of analysis, and each required distinct research, analysis and synthesis, in line with the key evaluation questions. At the same time, however, the evaluation offered a valuable opportunity to look in-depth at the partnership in the context of Afghanistan, therefore, we ensured that the dual nature of this evaluation was combined with an efficient use of the in-country study opportunity, where the realities of the partnership approach were played out, and issues such as cost-effectiveness were explored more fully. We, therefore, proposed an in-depth case study of NRC-ECHO partnership within the wider global level partnership question.

In terms of outputs, Landell Mills' approach provided two distinct deliverables: Output 1 was the evaluation of ECHO's intervention in Afghanistan; and Output 2 was the evaluation of DG ECHO's partnership with the NRC.Under Output 1, the evaluation team was required to (a) provide an external, impartial and independent evaluation with an evidence-based judgment of the extent to which the humanitarian actions in Afghanistan were effective (including in respect to advocacy and visibility) and efficient; relevant given the needs of the beneficiaries; coherent both internally and with interventions by other donors, and by the EC; and have achieved EU added-value. In addition, the evaluation will also examine the sustainability of ECHO's interventions in Afghanistan, and the extent to which ECHO has ensured the coordination with DG DEVCO, toward a better humanitarian-development nexusUnder Output 2, the evaluation team was required to (b) provide an external, impartial and independent assessment of ECHO's Partnership with the NRC, with the intention of providing strategic recommendations for future operations

Regional Development and Protection Programme in Sudan (RDPP) - Capacity Building Project for State Authorities in the East

The main beneficiary of the project is the State Ministry of Finance and Economic Planning in Kassala and in particular the Department for Economic Development Planning.

Project Objectives

The overall objective of the assignment is to contribute to creating an evidence-based, innovative, and sustainable development and protection solution for refugees and host communities in Sudan, hence providing alternatives to irregular primary and secondary movement. The specific objectives are to improve the capacity of the State authorities in: (a) Assessing needs in relation to providing integrated services (health, education, water and sanitation); and (b) Increasing economic and employment opportunities in favour of migrants, refugees, asylum seekers and host communities.

These objectives will be achieved through achievement of the project's expected result; that the State Ministry of Finance and Economic Planning and line ministries in Kassala, Gedaref and Red Sea State have an improved and sufficient capacity to establish a reliable data information system with a) clearly established written procedures for data collection, data governance and access, with responsibilities clearly defined; and b) developed templates, and manual(s) supporting regular updating and ensuring data quality control. This will ensure the Ministry can prioritise needs in relation to basic service provision (Health, Education, and WASH) and support livelihood development.

Project Results

The result is split into five main outputs:

MoFM receives support to streamline effective planning and development actions and support the General Directorate of Planning and Development (DPD) in developing a realistic State development plan.Use of a database and geographic information system (GIS) for decision-making is institutionalised. The Ministry will have a mapping tool to prioritise needs in relation to basic service provision (Health, Education, and WASH) and to support livelihood development.Effective and functional monitoring and evaluation (M&E) system established. Developed templates, and manual(s) supporting regular updating and ensuring quality control.Data governance system established: clearly established written procedures for data collection, data governance and access with clearly defined responsibilities.
