Provision of Technical Assistance to the Government of Tajikistan to build institutional capacity in IWRM and, contribute to sustainable management and protection of water and land resources

The purpose/outcome of this contract is 'To enable inclusive growth in rural communities based on improved and sustainable use and integrated and equitable management of natural resources, and resilience to extreme climatic conditions.' This is to be achieved through the following results:

· Result 1: Strengthened institutions and capacity in strategic decision-making, planning, regulation, quality control, and management in the water sector.

o Result 1.1: Capacity to regulate, control and support integrated water resources and river basin management is enhanced at central MoEWR and Zarafshon basin levels;

o Result 1.2: Land and water planning tools are operational and related capacity is developed, including at Sub-basin level.

· Result 2: Water and natural resources are sustainably managed and protected.

o Result 2.1: Targeted communities and water users in the target Sub-basin benefit from improved water control / availability and increased water distribution equity / efficiency;

o Result 2.2: Biomass cycle use is rationalised, and physical and biological erosion control measures are adopted and replicated in selected upper catchments, hence reducing land degradation impacts from overgrazing and forest harvesting and resolving village level energy supply deficit problems.

· Result 3: Horizontal activities are implemented, including support to the policy dialogue in the water sector.

In summary, the project will strengthen measures aimed at the sustainable management of the environment and natural resources (water, land, forest and pasture) in Tajikistan, resulting in improved livelihoods for communities. The sustainable management of water is paramount given its importance to rural livelihoods and the economy – it is vital for food security (through irrigated agriculture), for electricity (given the reliance on hydropower) and naturally for domestic water supply and sanitation, and the environment.

Improved management of water requires improvements within each of these sub-sectors, overall co-ordination across sub-sectors to make the most efficient use of this finite resource, and improvements to forest, land and pasture management which impact on water availability. i.e. an integrated approach to the management of water is needed which can be achieved through following established Integrated Water Resources Management (IWRM) principles.

The project is in line with the EU Water Framework Directive in the following two main aspects:

· The basin / sub-basin approach: the management area was delimited not according to administrative or political boundaries, but rather according to the spatial catchment area of the river as a natural geographical and hydrological unit. The river basin, called Zarafshon river basin, crosses national borders with Uzbekistan, and is in fact a transboundary basin. Furthermore, as suggested in the WFD, each stretch of water was given an ID code to facilitate data recording.

· Preparation of a River Basin Management Plan, which provided the roadmap for the river basin objectives are to be reached within the required timescale. The plan is based on an IWRM approach as mentioned above.

Dissemination of information and creation of awareness on African Agricultural Standards and Conformity Assessment

The overall objective of the project is to enhance ARSO capacity to facilitate trade and empower African farmers to participate in the domestic and global value chains as well as raising productivity in agriculture for transformative growth and as an important driver for inclusive economic development, industrialization and poverty reduction.

The purpose of the project is as follows:

Facilitation of intra-African trade through promotion and dissemination of free flows of information on standards, conformity assessment, technical regulations and related matters to demonstrate compliance with quality standards, consumer requirements and technical trade regulations. Enhancement of the implementation of harmonised African standards among the African farmers availing summarized outreach materials as value addition tools to production for agricultural transformation.

Under this contract, Landell Mills achieved the following resuts:

Result 1 - The African Trade Web Portal is upgraded and acts as a “one-stop-shop” source of information. Result 2 - Harmonised African Standards are available for public and private sectors in the countries Members of ARSO. Result 3 - Dissemination of information and creation of awareness on African agricultural standards and conformity assessment for the empowerment of the African small holder farmers, traders and processing enterprises via organisation of the workshop and development of a video.

In order to achieve these results, Landell Mills implemented the following activities:

Activity 1: Research and development of the materials for the African Trade Web Portal / conduct of studies in the following areas:

General understanding of the African market – Study on major products traded in Africa between the countries and regions; SPS and TBT requirements, marketing standards – Study presenting in a clear manner international normative framework, looking at the regional and national authorities that are responsible for SPS and TBT measures per country (ARSO Members) and explaining border inspections and controls; Import restriction, tips & tricks on the requirements; Tariffs & Preferential arrangements; Trade Statistics;

Activity 2 : Development of a communication network and platform of the ACP countries National Quality Infrastructure.

Activity 3 : Setting the Information Management System through the NSBs/Conformity Assessment bodies and business/trade associations, and uploading Studies and information data on the portal:

Uploading conducted studies and information data on the portal; Providing references to the other web sites and links researched by the team of experts; Setting the Information Management System (search engine) through the NSBs/Conformity Assessment bodies, business /trade associations;

Activity 4: Support in developing a codified catalogue of the existing Standards:

Update Guidelines and information on how Agricultural African Standards are harmonised by the ARSO THC 2 on Agriculture and Food Products through the African Experts and approved by the ARSO Council; Update Implementation Guideline based on the WTO requirements for best practices for standards development and harmonisation as outlined in Annex 3 of the WTO/TBT Agreement; Provide suggestions for the codified catalogue of the existing standards (focus on codification and its advantages, pillars / sectors / commodities – links to international standards setting organisations and recommendations (with suggested action plan) on how such process of codification should be implemented);

Activity 5: Conduct a 2-Day Conference to be organised at the same time as ARSO special event probably in Kenya/Tanzania:

Presentation of the Study on General understanding of the African market – focus on major products traded in Africa between the countries and regions – followed by Q&A session; Presentation of the Study on SPS and TBT requirements, marketing standards – followed by Q&A session; Presentation of results in relation to import restriction, tips & tricks on the requirements; tariffs & preferential arrangements (focus on the regional trade arrangements and trade statistics - followed by Q&A session); Presentation of the codified catalogue of the existing Standards and updated DISNET - a “one-stop-shop” source of information Networks on standards, conformity assessment, technical regulations and the related activities in Africa; Panel Discussion – Challenges of ARSO in pursuing harmonization and implementation of standards in Africa, Q&A session.

Activity 6: Development of a video (about ARSO and role of this organization in developing and harmonizing African standards and technical regulations) and or flyer / booklet on the results of the project:

Development of video (about ARSO and role of this organization in developing and harmonizing African standards and technical regulations, covering the information on the DISNET); Drafting information material on the results of the project; Design the brochure / flyer with the results of the project.

Support to public and private actors in the field of Technical Barriers to Trade to foster a better integration of Gabon

The overall objective of the project is to support public actors – AGANOR (Agence Gabonaise de Normalisation) and General Direction of Trade (DGC) - and private sector actors in the field of public works and construction - in Technical Barriers to Trade (TBT) to foster a better regional and international integration of Gabon to international trade value chain. The specific objectives of the project were as follows:

Strengthen AGANOR and General Direction of Trade's capacities in the field of TBT, WTO notification procedures, writing and revising of standards and technical regulations and in the field of metrology;Raise awareness of public and private actors on environment protection and good waste management in the public works and the construction industry.

The results and the activities that the project was to achieve were:

Result 1: The capacities of public (AGANOR and DGC) and the private sector (concrete and concrete iron companies) to comply with international standards are assessed in order to identify the main challenges, constraints and needs in terms of capacity building;meetings with beneficiaries and visit of relevant institutions;analysing of legal framework and reglementary documents;selection of two companies in the field of public works and construction and of 20 experts from AGANOR and other Laboratories.Result 2: The capacities of AGANOR and DGC in the field of TBT, WTO notification procedure, writing and revising of standards and technical regulations and in the field of metrology are reinforced;Training of Trade Ministry and AGANOR staff on TBT agreement and its implication for international trade;Training of AGANOR staff on ISO/CEI Guide 21 - 1&2, ISO/CEI Guide 59;Training of Metrology Laboratory staff on specific metrology aspects; Training on elaboration, adoption and harmonization of standards.Result 3: AGANOR's experts are trained to conformity assessment of specific ISO standards (ISO 9001, ISO 14001, ISO 21500...); Training 22 experts on specific ISO standards;Selection of 3 experts and preparation for the auditor exam;Coaching on certification in the National Laboratory for the construction industry and in the two selected companies.Result 4: The national legal framework in terms of waste management and cement production is analysed and assessed, and Guidelines for environment protection and waste treatment linked to the construction sector and specific products (concrete, concrete iron, oil) are introduced;Analysing of relevant international standards for waste management and environment protection;Assessment of the legal framework for waste management and environment protection; Establishment of Guidelines and recommendation for the environment protection and waste treatment in the construction industry.Result 5: Awareness is raised among public and private actors on international standards and environment protection, and actors are informed about the result of the project during a final seminar;Monitoring and evaluation of the training and coaching activities; Organisation of the final seminar (50 participants) to present the results of the project.
