The overall objective of the project is to enhance ARSO capacity to facilitate trade and empower African farmers to participate in the domestic and global value chains as well as raising productivity in agriculture for transformative growth and as an important driver for inclusive economic development, industrialization and poverty reduction.
The purpose of the project is as follows:
Facilitation of intra-African trade through promotion and dissemination of free flows of information on standards, conformity assessment, technical regulations and related matters to demonstrate compliance with quality standards, consumer requirements and technical trade regulations. Enhancement of the implementation of harmonised African standards among the African farmers availing summarized outreach materials as value addition tools to production for agricultural transformation.
Under this contract, Landell Mills achieved the following resuts:
Result 1 - The African Trade Web Portal is upgraded and acts as a “one-stop-shop” source of information.
Result 2 - Harmonised African Standards are available for public and private sectors in the countries Members of ARSO.
Result 3 - Dissemination of information and creation of awareness on African agricultural standards and conformity assessment for the empowerment of the African small holder farmers, traders and processing enterprises via organisation of the workshop and development of a video.
In order to achieve these results, Landell Mills implemented the following activities:
Activity 1: Research and development of the materials for the African Trade Web Portal / conduct of studies in the following areas:
General understanding of the African market – Study on major products traded in Africa between the countries and regions; SPS and TBT requirements, marketing standards – Study presenting in a clear manner international normative framework, looking at the regional and national authorities that are responsible for SPS and TBT measures per country (ARSO Members) and explaining border inspections and controls; Import restriction, tips & tricks on the requirements; Tariffs & Preferential arrangements; Trade Statistics;
Activity 2 : Development of a communication network and platform of the ACP countries National Quality Infrastructure.
Activity 3 : Setting the Information Management System through the NSBs/Conformity Assessment bodies and business/trade associations, and uploading Studies and information data on the portal:
Uploading conducted studies and information data on the portal; Providing references to the other web sites and links researched by the team of experts; Setting the Information Management System (search engine) through the NSBs/Conformity Assessment bodies, business /trade associations;
Activity 4: Support in developing a codified catalogue of the existing Standards:
Update Guidelines and information on how Agricultural African Standards are harmonised by the ARSO THC 2 on Agriculture and Food Products through the African Experts and approved by the ARSO Council; Update Implementation Guideline based on the WTO requirements for best practices for standards development and harmonisation as outlined in Annex 3 of the WTO/TBT Agreement; Provide suggestions for the codified catalogue of the existing standards (focus on codification and its advantages, pillars / sectors / commodities – links to international standards setting organisations and recommendations (with suggested action plan) on how such process of codification should be implemented);
Activity 5: Conduct a 2-Day Conference to be organised at the same time as ARSO special event probably in Kenya/Tanzania:
Presentation of the Study on General understanding of the African market – focus on major products traded in Africa between the countries and regions – followed by Q&A session; Presentation of the Study on SPS and TBT requirements, marketing standards – followed by Q&A session; Presentation of results in relation to import restriction, tips & tricks on the requirements; tariffs & preferential arrangements (focus on the regional trade arrangements and trade statistics - followed by Q&A session); Presentation of the codified catalogue of the existing Standards and updated DISNET - a “one-stop-shop” source of information Networks on standards, conformity assessment, technical regulations and the related activities in Africa; Panel Discussion – Challenges of ARSO in pursuing harmonization and implementation of standards in Africa, Q&A session.
Activity 6: Development of a video (about ARSO and role of this organization in developing and harmonizing African standards and technical regulations) and or flyer / booklet on the results of the project:
Development of video (about ARSO and role of this organization in developing and harmonizing African standards and technical regulations, covering the information on the DISNET); Drafting information material on the results of the project; Design the brochure / flyer with the results of the project.
