The overall objective of the project is to strengthen the Ministry of Agriculture, Irrigation, and Livestock (MAIL) capacity to provide adequate services and to create the enabling environment for the development of a demand-driven agribusiness private sector.
The focus is to provide MAIL with the necessary financial, institutional and technical capacity to incorporate functions, services, facilities and trained staff, ensuring the transition from off-budget to on-budget support modalities.
The purposes of this contract are:
Purpose 1
In line with its mandate, MAIL, directly or through relevant public, semi-public and private entities maintains, progressively improves and increases the level of services currently delivered by EU-funded agricultural programmes (Afghanistan Variety and Seed Industry Development Project (AVSIDP), Animal Health Development Project (AHDP), Perennial Horticulture Development Programme (PHDP), Strengthening Agricultural Economics, Market Information And Statistics Services Programme (SAEMISS) and Integrated Food Security Phase Classification (IPC)) as well as its capacity to stewardship the orderly development of the private sector.
Purpose 2
The institutional and organizational structures of MAIL, the Ministry of Finance and of the relevant public, semi-public and private entities previously supported by EU-funded agricultural programmes (AVSIDP, AHDP, PHDP, SAEMISS and IPC) are strengthened to meet eligibility criteria for EU Sector Budget Support Aid Modality (preferably under a "Sector Reform Contract" – SRC - or under a "State Building Contract" - SBC).
Purpose 3
MAIL develops a comprehensive and cohesive programme under National Priority Programme 2 (NPP2), in coordination with relevant stakeholders.
Landell Mills is working closely with MAIL to implement project activities in order to achieve a number of results necessary to achieve the (above) purposes of the contract. These results can be rationalized into the following:
→ Result 1: Regulatory framework and institutional structures for service delivery strengthened;
→ Result 2: Financial, procurement and operational (administrative and HR) modalities for service delivery transitioned from off-budget systems to on-budget systems;
→ Result 3: Technical capacity of MAIL Directorates to deliver services strengthened;
→ Result 4: Project managed (and monitored) in an effective and efficient manner in co-ordination with other donor interventions.
