This technical assistance mission is to support the Government of Benin through the National Authorising Officer (NAO ) of the EDF and the Delegation of the European Union ( DUE) in Benin in the final evaluation of project performance support for Rice ( PAFIRIZ ) sector. The evaluation will cover the period of execution of PAFIRIZ project from project start to September 1 , 2013, end date of implementation of the Action. It will typically measure the results and impact of the project. The difficulties of implementing the project will be identified and analyzed in order to draw lessons for any new interventions in the rice sector and / or agricultural . The final evaluation will analyze in detail the relevance, efficiency, effectiveness, impact and sustainability of PAFIRIZ and consistency and Community added value. It will present the key lessons learned at the end of the action and propose recommendations for the implementation of possible future interventions in the sector.

Landell Mills provided technical assistance to allow the EU Delegation in Zimbabwe and its implementing partners to prepare an action to support smallholder irrigation. The team formulated this €6 M Smallholder Irrigation Support Programme which is aiming to take advantage of the large irrigation potential in the country to improve the lives of the 70% of the population deriving its livelihoods from agriculture. Being agriculture in Zimbabwe mainly rainfed and therefore highly vulnerable to dry spells, the programme we formulated focuses on supporting smallholder irrigation schemes to create less rain dependent agriculture production systems.

To assist the Regional Cooperation Directory (RCD), Ministry of Foreign Affairs (MoFA) in its coordination role of the Heart of Asia process.
Specific objectives
The specific objectives of this assignment are to identify options on potential funding mechanisms for the different CBMs and inform decision makers of the Heart of Asia participating countries on how best to ensure pooling resources to implement the different confidence building measures in a sustainable manner.

Landell Mills are currently providing technical assistance to provide all necessary inputs for finalising the South Asia Climate Resilience Alliance (SACRA) business case and assisting with all necessary preparation for submission to DfID Directors and Ministers. The alliance will evaluate potential climate resilient interventions and provide a knowledge basis on how these interventions can be scaled up.
Global objective is to provide the Government of Malawi and the EU with an independent, reliable assessment of the overall performance of the programme "Accompanying Measures for Sugar 2007 in Malawi".

Landell Mills is working closely with the Ministry of Marine Resources to sustainably manage the marine and coastal resources within their maritime zones.
The three month project aims to provide technical Assistance to the Pacific ACP State of Cook Islands to develop its National Fisheries Management Plans for trochus and sea cucumber taking into consideration the recent national, regional and international requirements and international best practices
Our team comprises expertise in fisheries management, policy, guidelines and stock assessments.
The work is being commissioned by the ACP FISH II Programme Management Unit in Brussels. It aims to contribute to the sustainable and equitable management of fisheries in ACP regions, thus leading to poverty alleviation and improving food security in ACP States.

The objective of the assignment is to assist the Contracting Authority in the selection of the best proposals received under the Swaziland Sugar Facility - Improving the Competitiveness of the Sugar Industry and Reducing Poverty in the Sugar Regions in Swaziland.
The specific objectives of the Call for Proposals are:
1) To improve the productivity and efficiency of small and medium scale sugarcane growers
2) To improve the provision of social services in the sugar belt

The assessment will cover: (i) Parliamentary and Presidential elections framework, (ii) election administration, (iii) human rights and fundamental freedoms, (iv) media, (v) voter registration, (vi) party and candidate registration, (vii) political situation, (viii) security aspects, (ix) logistics and operational matters, and (x) any other relevant issues relating to the elections and possible deployment of an EU EOM.
