Formulation of the Smallholder Irrigation Support Programme

Landell Mills provided technical assistance to allow the EU Delegation in Zimbabwe and its implementing partners to prepare an action to support smallholder irrigation. The team formulated this €6 M Smallholder Irrigation Support Programme which is aiming to take advantage of the large irrigation potential in the country to improve the lives of the 70% of the population deriving its livelihoods from agriculture. Being agriculture in Zimbabwe mainly rainfed and therefore highly vulnerable to dry spells, the programme we formulated focuses on supporting smallholder irrigation schemes to create less rain dependent agriculture production systems.

Study of Funding Modalities for Heart of Asia Confidence Building Measures (CBMs)

Assignment objectives

To assist the Regional Cooperation Directory (RCD), Ministry of Foreign Affairs (MoFA) in its coordination role of the Heart of Asia process.

Specific objectives

The specific objectives of this assignment are to identify options on potential funding mechanisms for the different CBMs and inform decision makers of the Heart of Asia participating countries on how best to ensure pooling resources to implement the different confidence building measures in a sustainable manner.

Finalising the South Asia Climate Resilience Alliance (SACRA) Business Case

Landell Mills are currently providing technical assistance to provide all necessary inputs for finalising the South Asia Climate Resilience Alliance (SACRA) business case and assisting with all necessary preparation for submission to DfID Directors and Ministers. The alliance will evaluate potential climate resilient interventions and provide a knowledge basis on how these interventions can be scaled up.

End of term evaluation of the accompanying measures for sugar 2007 in Malawi

Global objective is to provide the Government of Malawi and the EU with an independent, reliable assessment of the overall performance of the programme "Accompanying Measures for Sugar 2007 in Malawi".

Specific objectives are:

to assess whether the design of the programme and its components have been appropriate in response to the sector needs and national programmes; to make an overall independent assessment about the performance of the programme, paying particular attention to the impact of the component actions against its objectives and the expected results; to determine in particular the extent to which the interventions have contributed to the improvement of livelihoods of sugar out-growers and communities through the adoption of improved sugar cane farming (new or existing). Furthermore to establish whether project targets in each of the logical frameworks have been attained. Each aspect of the project sould be awarded a grade between A and D; to identify key lessons learnt and to propose practical recommendations in order to improve the current activities under the Multiannual Indicative Programme (MIP) 2011-2013, including the direct award grant to Concern Universal's second phase of activities.

Technical Assistance to Review and Update Fisheries Information to Formulate Fisheries Management Plans for the Cook Islands

Landell Mills is working closely with the Ministry of Marine Resources to sustainably manage the marine and coastal resources within their maritime zones.

The three month project aims to provide technical Assistance to the Pacific ACP State of Cook Islands to develop its National Fisheries Management Plans for trochus and sea cucumber taking into consideration the recent national, regional and international requirements and international best practices

Our team comprises expertise in fisheries management, policy, guidelines and stock assessments.

The work is being commissioned by the ACP FISH II Programme Management Unit in Brussels. It aims to contribute to the sustainable and equitable management of fisheries in ACP regions, thus leading to poverty alleviation and improving food security in ACP States.

Swaziland Sugar Facility - Improving the Competitiveness of the Sugar Industry and Reducing Poverty in the Sugar Regions in Swaziland

The objective of the assignment is to assist the Contracting Authority in the selection of the best proposals received under the Swaziland Sugar Facility - Improving the Competitiveness of the Sugar Industry and Reducing Poverty in the Sugar Regions in Swaziland.

The specific objectives of the Call for Proposals are:

1) To improve the productivity and efficiency of small and medium scale sugarcane growers

Increased surface of sugar cane crops Increased number of sugar cane growers Increased yields for sugar cane growers Increased sucrose content Reduced costs per hectare (inputs, water, transportation, logistics etc)

2) To improve the provision of social services in the sugar belt

Number of schools and other social services facilities rehabilitated Number of community funds established Number of beneficiaries Landell Mills is providing 3 senior assessors for this assignment. Phase 1: Evaluation of Concept Notes. The team will provide administrative support to the opening session and carrying out administrative checks of applications. Further to this the assessors will each carry out independent written technical assessments of each concept note on the basis of the evaluation grid. Following the evaluation a final recommendation will be submitted to the Evaluation Committee along with the overall evaluation grid and a draft evaluation report. Phase 2: Evaluation of the Full Applications The assessors will also conduct independent evaluations of each full application and submit their final evaluation grid to the Evaluation Committee.

Assessment of the pre-election situation in the light of international standards for democratic elections and national legislation. The assessment will cover: (i) Parliamentary and Presidential elections framework, (ii) election administration, (iii) human rights and fundamental freedoms, (iv) media, (v) voter registration, (vi) party and candidate registration, (vii) political situation, (viii) security aspects, (ix) logistics and operational matters, and (x) any other relevant issues relating to the elections and possible deployment of an EU EOM.
