Pakistan and the EU are committed to strengthening thier relationship under a Cooperation Agreement on Partnership and Development. A general Framework was set out in a CSP for 2007 - 2013 defining two focal and varois no-focal areas. In this context Khyber Pakhtunkhwa provincce is a major recipient of EU Aid. DfID has also been veryu active in the province providing support to the Provincial Reform Programme.
The specific objecitve of this assignment was: the formulation of a district and community development programme assessing conditions for a sector policy support programme, assessment of eligibility for budget support also for the education sector; preparation of a Terms of Reference for TA to support capacity building for improved district budgeting; Analysis of the Khyber Pakhtunkhwa budgeting process; Appraisal of capacity for planning at district and local level and recommendation for improvements and Review of the reform process of local governance and assessments of possible models and their links to the current administratvie practices.

The Food Security Programme 2006 comprises four components, three of which are covered by this review (component 1: school feeding for primary school children; component 2: institutionalization of nutritional surveillance; and component 4: improving food security through enhanced soil fertility). The fourth component (component 3: capacity strengthening for policy formulation) is reviewed separately.
The objective of this assignment was to carry out a Mid-Term Review of the Food Security Programme 2006 components implemented by government agencies in order to assess whether the programme is on track to achieve its purposes and objectives, to recommend adjustments, if any, for the remaining part of the implementation phase, and make recommendations for possible extension and an exit strategy that would ensure sustainability of results after completion of the programme.

Landell Mills was contracted to complete the final evaluation Farmers Input Support Response Initiative (FISRI) projects, providing decision-makers in EU, FAO and the Government of the Republic of Zambia with further information on the performance of the FISRI projects and subsequently informing the best way forward for scaling up conservation agriculture activities in Zambia.
FISRI was funded by the EU to demonstrate that the already well researched and tested techniques of Conservation Agriculture (CA) in Zambia could be used and up-scaled to show that improved crop production could overcome repetitive food insecurity among smallholders and their families. FISRI was launched in May 2009, with administrative responsibility delegated by EU to the FAO with in field implementation responsibility assigned to the Ministry of Agriculture and Livestock structures. FISRI in many respects could be regarded as a series of pilot projects which tested certain implementation procedures which would be necessary to be in place and institutionalized in both policy and practice if CA was to provide food security to the vulnerable.
The key conclusions and recommendations arising from FISRI I, II, III, will assist in the design and implementation of the follow-on long term project (CASU).
The results from the evaluation included:
a) Assessment of the performance of the projects in terms of relevance, effectiveness, efficiency, sustainability and impact
b) Analysis of the challenges related to project implementation
c) Sound conservation agriculture practices with solid potential for replication were identified and documented
d) Economic comparison of conventional and conservation agriculture farming methods
e) SWOT analysis of stakeholders
f) Review of the project management systems, reporting and financial management systems
Identified key lessons learnt drawing conclusions and proposing practical recommendations.

Jordan securities omission (JSC) was established in 1997 as a public institution with financial and administrative autonomy, to develop, regulate and monitor Jordan’s capital market maintaining a sound investment environment & protect investors. The JSC is entrusted with developing the capital market in accordance with international standards to secure fairness, safety and attract domestic & foreign investors.
The objective of the assignment is to assist the Kingdom in implementing and enhancing accountability and transparency principles by providing extensive training programmes to strengthen the application of international standards in accounting and audits and modernising the regulatory and administrative framework.

The overall objective of the project was to generate a text to inform CARIFORUM public and private sector stakeholders – as well as member of the general public interested in CARIFORUM EPA – who are either directly involved in or have an interest in Professional Services, specifically of the elements and implementation requirements related to Professional Services in the agreement.
The purpose of the contract was to build awareness among a cross-section of stakeholders of professional service related matters in the frame of the CARIFORUM EPA with an emphasis on compliancy with the agreement.
The result to be achieved under this contract was to carry out a technical review of the CARIFORUM-EU EPA and produce a booklet on the implications of the agreement for the regional service providers and other sector stakeholders. In designing the handbook, special attention was paid to analysing bottlenecks and constraints, indentify opportunities and market openings in the EU for CARIFORUM services exporters. The exercise furthermore focused on developing a long-term strategy for the export of services to the EU, emphasised means for making early “wins” and focused on how to bring about achievable outcomes.

Recent PFM diagnostic studies revealed an acute lack of capacity in African Governments in all areas of PFM management performance and identify the need for major capacity development efforts to establish basic functional systems over the next few years. The main core areas of such a system are Budgeting, Accounting and Auditing.
During 2011 the National Treasury (NT) submitted a Concept Note for the development of a regional public finance management capacity building programme that is specifically aimed at strengthening the key operations and target areas of CABRI, ESAAG and AFROSAI-E.
The TOR of this mission asked the team of experts to conduct a feasibility study to determine the nature and scope of such a regional programme for the decision makers in the SA Government , the EC and other interested donors.

Landell Mills was awarded this contract to support the Ministry of Agriculture & Animal Resources in Rwanda (MINAGRI) in the preparation of the poverty reduction strategy for 2013-17 & the agriculture sector strategy (SPAT-3 2013-17).
The team reviewed & analysed decentralization, soil protection & non-traditional value chain development in Rwanda’s agriculture sector to inform the sector strategy 2013-17, providing the analytical basis for the objectives, outputs, outcomes, indicators & targets. More specifically:
1. Supporting the analytical framework & tools for decentralization in the agriculture sector under SPAT-3
2. Supporting the methodological framework for soil conservation in the agricultural sector under SPAT-3
3. Scoping & development of horticultural investment opportunities to leverage non-traditional high-value3 commodity exports under SPAT-3

Landell Mills is working closely with the Government of Haiti and the private sector on this seven month project to make recommendations on aquaculture planning and development in the country. This is an important initiative as the sector has the potential to create and enhance rural livelihoods and income-earning opportunities, whilst improving national food security and reducing Haiti’s reliance on fish imports. However, there are a number of development challenges to overcome to make the sector sustainable. These include the lack of infrastructure and reliable public utilities that are a barrier to investment and the vast competition for resources following the January 2010 earthquake.
Our team comprises expertise in aquaculture, socio-economics and GIS/mapping. They will support the Department of Fisheries and Aquaculture in completing a field-survey reporting on current aquaculture activities and conduct an institutional analysis of potential for aquaculture production. The final analytical report will include spatial analysis with potential zoning for aquaculture development. The team will also organise and lead a stakeholder feedback workshop in September in order to validate our analysis and recommendations.
The work is being commissioned by the ACP FISH II Programme Management Unit in Brussels. It aims to strengthen fisheries management in ACP countries, thus leading to poverty alleviation and improving food security.

The overall goal of the project was to revive the export performance of Zimbabwe's productive sector through strengthening the institutional capacity of ZimTrade.
The ZimTrade is Zimbabwe's national trade development and promotion organisation set up in 1991. The organisation is an association between the government and private sector but is not a parastatal. The organisation has a mission to assist business Zimbabwe to develop and expand into profitable international trade in products and service, and to advise the government on matters related to trade, export and investments.
The specific objectives of the project were;
TDI provided the services of one trade and private sector specialist to advise on the ZimTrade turnaround strategy.
