The
project’s underpinning Terms of Reference, together with the clarifications
issued by the EUD BiH during the project
preparation
process, make that the purpose, expected tasks and to-be-achieved results are
clear, well-formulated and
very
appropriate. Our interpretation of the project based on the ToRs and
clarifications received is outlined below:
The
Overall Objective of this project is to:
Contribute
to the successful implementation of the Revised BiH Strategy for Implementation
of Annex VII of the Dayton
Agreement
by analysing the status and collecting indicators of the status and actual
needs of these vulnerable groups and
their
families in towns and municipalities in BiH by area and by indicator.
The
Specific Objectives of this project are to:
1.
Ensure that competent State, Entity and Cantonal Authorities in FBiH, towns and
municipalities and Brcko District of
BiH
take ownership of the data collection process and its management with a view to
reviewing the remaining needs
of
families of returnees and displaced persons in relation to the ten areas of the
Revised Strategy for Implementation
of
Annex VII of the General Framework Agreement for Peace.
2.
Carry out field surveys and collection and analysis of data, through a
comprehensive approach (versus all objectives
of
the Revised Annex VII Strategy) to collecting, processing and disseminating
data, that will be used to address the
needs
of the target group of beneficiaries and local authorities at all levels in
BiH.
The
distinct Results to be achieved of this project are:
Result
1: A developed methodology, including the questionnaires to be used for survey
and data collection;
Result
2: A gap analysis report, including the quantified and qualified number and
needs of displace persons and return-
ees
according to the indicators provided in the Methodology;
Result 3: A report
with concrete and feasible recommendations for further
actions/measures/programme.
