Technical Assistance for the formulation of the EU cooperation with Bonaire for the period 2021-2027

Bonaire is one of three members of the Caribbean Netherlands, along with Saba and Saint Eustatius. The Dutch OCTs (Overseas Countries and Territories) further encompass 3 countries: Aruba, Curaçao and Sint Maarten.In Bonaire, the Dutch Government is responsible for some aspects of Government, including education, justice, taxation, social security, immigration and health. The Island Government has direct control of the development and maintenance of the island, covering mainly infrastructure and local economy. It holds a status of a special municipality and is officially considered as a Public Entity (Openbaar Lichaam) per the Netherlands Law. The EU was supporting Bonaire through the 11th EDF (Youth, 3.95M EUR); Regional programming (OCT Regional Programme on resilience, sustainable energy and marine biodiversity 40M EUR for 12 OCTs); and ThematicProgramming (17.8M EUR on sustainable energy and climate change, and enhancing resilience to covid). Budget Support has become a preferred cooperation disbursement modality for the Caribbean Netherlands, including Bonaire.Moreover, Multiannual Indicative Programs (MIPs) is one of the EU post-COVID implementation instrument. Each territorial MIP has a single priority area identified and agreed. Due to the population growth and significant impact of tourism, Bonaire is expected to face main water and sanitation challenges in coming years. Hence, the Green Deal, waste water treatment for the EU territorial cooperation for 2021-2027 are also in line with the priorities of Bonaire’s Implementation Agenda for Nature & Environment Policy on Bonaire 2020 – 2030 and the Nature and Environmental Policy Plan Caribbean Netherlands 2020-2030, Plan for Land and Water and the EU policies. As a new programming cycle starts, time has come to formulate the new EU Support programme to Bonaire, which, in alignment with the Island’s “Implementation Agenda for Nature and Environment 2020-2030”, and the EU Green Deal mentioned above, will focus on wastewater management (WWM). In the post-covid context, with Bonaire both growing quickly, and the return of tourism expected to have a heavy impact; sanitation is at the forefront of Bonaire’s priorities for sustainable development. It is also closely linked to climate change and disaster risk management – for example recent heavy rains caused damages to dams and the sewerage system, leading to contaminated water flowing into the protected marine areas. All these issues will need to be taken into account during the formulation.

Gender Equality will also have a central place in our Strategy. Our objective is not only that the future territorial programme does no harm, but also that it works towards greater gender equality. Our team will go further than ensuring that proposed activities don’t enhance existing inequalities; we will specifically seek to address barriers to women’s empowerment.

Mid-term evaluation of the "Regional Ocean Project for the Sustainable Development of Ecosystemes - PROTEGE", financed by the n° FED/2018/038-910

The objective of this mid-term evaluation is to analyse the performance of the PROTEGE project which is currently in its fourth year of implementation. This will be done through a thorough and comprehensive review of the level and quality of its achievements to date by measuring its intermediate outcomes against its expected objectives, in the light of national and regional contexts. PROTEGE aims to support the French OCTs' public policies to develop sustainable economic sectors that will effectively address the impacts of climate change and protect the OCTs' biodiversity and natural resources.

Implemented by the Pacific Community, PROTEGE has identified four key themes to achieve the objectives which are: (1) agriculture and forestry; (2) coastal fishing; (3) water; and (4) invasive species – with a focus on gender, human rights, environment and climate change). The evaluation also provides an opportunity to measure visible impacts, assess the appropriateness of the approaches applied and identify potential side effects and viable solutions to possible constraints encountered in terms of governance and implementation modalities.

The evaluation aims to answer a set of specific questions through a systematic and objective process that aims to provide credible, verifiable (data triangulation) and useful information and analysis on what works and what doesn't, what helps or hinders the achievement of the specific objectives (causal analysis). This knowledge will indicate the feasibility of the remaining activities within the initial timeframes. It also contributes to improving the effectiveness of development aid, from a human, social and societal point of view, directly linked to the relevant Sustainable Development Goals (SDGs).

The activities, impacts and priorities of PROTEGE have been decided taking into account the contexts at the different geographical levels of the intervention: budgetary decisions and the overall plan are drawn up at regional level, and are guided by the representative actors of each OCT and the regional organisations that offer the relevant experience and technical expertise. At the territorial level, the political and social context is considered in order to orient project activities to the unique needs and visions of each OCT territory. At the local level, the project uses the "social and environmental responsibility" approach to encourage the involvement of beneficiaries in decision-making processes and project activities, to ensure that impacts are sustainable. The total price for the implementation of the PROTEGE has been set at EUR 36 128 000. The project is financed on the one hand by the 11th European Development Fund (FED) which contributes €36 million, with a contribution of €128,000 from the OCTs. In terms of budget implementation during implementation, the Pacific Community manages EUR 30.5 million while EUR 5.5 million is managed by the Pacific Regional Environment Programme (PROE).

Technical assistance to support the coordination and implementation of Team Europe Initiatives (TEI) in Côte d’Ivoire

As part of the 2021-2027 programming exercise for Côte d’Ivoire, the European Union
(EU) and its Member States (including their financial institutions) have adopted three Team Europe Initiatives (TEI), namely:1. Team Europe “Sustainable Cocoa” Initiative;
2. Team Europe “Low Carbon Transition” Initiative;
3. Team Europe “Peace and Stability” Initiative.

TEI SUSTAINABLE COCOA:
This initiative aims to support Côte d'Ivoire in the transformation of the cocoa sector so that it can meet the requirements of sustainability (environmental, social and economic) which will be strengthened in the years to come, in particular, thanks to: (i) the establishment by the Ivorian Government of a national strategy for sustainable cocoa; and (ii) European Regulations: (a) to combat imported deforestation; and (b) sustainable business management (Sustainable Corporate Governance) which takes into account in particular respect for human rights and international agreements on social and environmental matters in value chains.

LOW CARBON TEI:
This initiative, in line with the Green Deal for Europe (Green Deal), will support Côte d'Ivoire in the fight against global warming by supporting it in the transition to “low carbon” development. The actions planned for the coming years will help Côte d'Ivoire to respect its climate commitments made in Paris in 2015 and subsequently in Glasgow in 2021. More precisely, this will involve strengthening the country's capacities to monitor and measure climate change. trajectory of the “Low Carbon Transition”, to increase the production of renewable energies, to improve energy efficiency and to promote sustainable transport methods. Particular attention will be given to the valorization of biomass from agricultural production sectors and to clean cooking. These actions will be carried out in synergy and complementarity with actions financed by European partners, notably Germany, Belgium, Spain, France and the EIB.

TEI PEACE AND SECURITY:
This initiative aims on the one hand to provide support for the Ivorian security strategy and on the other hand to strengthen the Nation – Citizen link, a factor of social stability. At least four member states are associated with this TEI (Germany, France, Spain and Italy) by deploying complementary projects both in the themes addressed and in the geographical areas of intervention. All of the actions support the main axes of the 2021 – 2025 National Development Program of Côte d'Ivoire in the areas of security, the fight against corruption and the strengthening of social cohesion. Interventions are balanced between support for civil society and capacity building for security and defense forces. Thus, as part of the 2021 APP, two actions have been designed. The first is to strengthen the defense and security forces in the north of the country, social cohesion and access to basic services for the population. The second is a pilot project for professional training and capacity building to support “circular migration” between Côte d’Ivoire and Europe.

The general objective of this project is to increase the impact of European action in Côte d'Ivoire, in particular through the Team Europe Initiatives, while promoting the values shared by the European Union and Côte d'Ivoire.

FINAL EVALUATION OF THE PUBLIC SERVICE TRAINING AND CAPACITY BUILDING PROGRAMME

The European Union (EU) and the NSG in South Africa concluded an agreement for a “Public Service Training and Capacity Building Programme” to be implemented by the NSG with an objective of assisting the state in fulfilling its developmental and transformative role, notably through improving service delivery. The specific objective of the Programme is “To improve public sector capacity through education, training and development by the NSG”. The NSG therefore needed to strengthen its internal capacity to reach out to the entire public service and meet their training and development needs.

The “Public Service Training and Capacity Building Programme” is supporting the capacity building of the NSG, among others, and has four result areas:

Result Area 1 – Improved systems development and HR capacity for the NSG to fulfil its training and development Result Area 2 – Strengthened research and curriculum development for increased responsiveness and relevance of training and development in meeting the needs of the public sector Result Area 3 – Improved efficacy of the public sector workplace through training and development Result Area 4 – Strengthened NSG through collaboration and strategic partnerships at domestic, regional and international levels

A Results Oriented Monitoring (ROM) exercise was undertaken in 2018 and it provided findings on the relevance and the indicators used for the programme. The report found that the “Public Service Training and Capacity Building Programme” was relevant and responded to the needs of the target groups and end beneficiaries. The action was also found to be well adapted to the institutional, human, and financial capacities of the NSG.

The ROM report however also stated that the indicators were not well defined and not relevant to measure the achievement of objectives. None of the four “Result Areas” had outcome indicators to measure delivery within each of the specific Result Areas. Further, the ROM report stated that there were too many indicators and some of them were defined as activities or as outputs, which made it difficult to measure tangible outcomes.

Despite the ROM report, the log frame was not updated.

Against this background, the main objectives of this evaluation are to provide the relevant services of the European Union, to interested stakeholders and the wider public.

This evaluation will serve to monitor progress and inform future programme design for the NSG providing:

an overall independent assessment of the performance of the Public Service Training and Capacity Building Programme, paying particular attention to its different levels of results, measured against its expected objectives and the reasons underpinning such results specify key lessons which can be learned and conclusions and recommendations to improve future interventions

In addition, the evaluation will serve to:

understand how far actions have promoted or are promoting a rights-based approach, conflict sensitivity, diversity and gender equality; make recommendations on how to improve the (use of) Theories of Change (ToC) of projects; assess how project outputs and outcomes contribute to the achievement of impact and make recommendations for improvement where necessary/useful.
