Evaluation Mine Action in Tigray, Afar and Somali Regions
The specific objective of the Mine Action in the Tigray, Afar and Somali Regions of Ethiopia in Support of Peacebuilding Initiatives (ACP RPR 44 – FA No. 9464/REG) was to continue the Ethiopian Mine Action Office’s mine action activities beyond 2006 and to significantly increase Ethiopian mine action productivity.
The overall objective of the Action was to allow families, including internally displaced persons (IDPs), in Tigray, Afar and Somali regions to enjoy the benefits of sustained peace and stability, to live free of the threat of landmines and unexploded ordnance (UXO), and to make full and productive use of land for agricultural development leading to increased food security.

The overall objective of the TA is to identify feasible intervention areas and specific programmes that are in line with the objectives, priorities, and the specific focal sectors set out in the 10th EDF Regional Strategy Paper/Regional Indicative Programme.

Landell Mills provided services related to the Mid-Term Evaluation of the PAPEFSA Programme (Programme to support the family livestock sector in the South of Angola). The overall objective of the mid-term evaluation was to assess to what extent the activities implemented to date could contribute to the general objective of the PAPEFSA: to reduce the poverty in the families of small farmers with livestock activities in the 5 provinces of South Angola (Huila, Namibe, Cunene, Benguela and Huambo). The overall objective of the Assistance to Micro and Small Enterprises Program (ASMEP) is to improve private sector development with specific focus on Micro and Small Enterprises, growth of the Kenyan economy and poverty alleviation. ASMEP supports institutional capacity building of private sector organisation in the SME sector and provides support to MFIs active in the rural areas. Two other intervention areas focus on information dissemination for SMEs through Business Information Centres (BICs) and provide support to Business Development Services in the horticulture and fisheries sectors.
Landell Mills provides TA to the Ministry of Trade and its PMU with the aim to facilitate the successful and timely delivery of ASMEP and to build synergy and linkages between project components and sustainable capacity of the PMU.

The European Commission and Guinea Conakry have identified rural development as a focal area for development with a specific aim to support farmers' associations. In this context, the umbrella organization of NCRO-G (National Confederation of Farmers’ Associations of Guinea), a key player within Guinean civil society, has been supported through the Program of Support to the National Confederation of Farmers Associations in Guinea (PNCROG). The overall objective of this project was to strengthen the structure of farmers’ associations with a view to achieving food security, poverty reduction and strengthening civil society in Guinea. To reach this goal, three specific objectives were assigned: • Strengthening the capacities of the NCRO-G; • Developing economical services to members by the Federations and non-federated Unions of the NCRO-G. • Contribution of regional delegations of farmer associations to strengthen the local development process, committed to the decentralization of state services.

The project aimed to strengthen and develop trade policy in order to integrate the DRC into the world economy. The DRC is one of the few LDC’s not to have benefited from any significant trade-related technical assistance programs that would allow it to equip itself with appropriated tools for piloting and managing its commercial policy. The specific objective was to support the revision process of the legal and regulatory system in the trade sector, to bring it into line with international commitments and DRC’s development objectives. Review and revision of formulation of the Program to Improve Agricultural Productivity
In order to implement this project “Programme to Improve Agricultural Productivity (PIAP)” in Cameroon a complementary study was required. This study finalised the mission formulation, in order to get the approval for the funding (EDF) and its implementation.
The global objective of the study was to produce a set of documents able to present the Programme to Improve Agricultural Productivity in Cameroon.
The study was a critical review of the available documents; it filled existing gaps and recommended any changes necessary to the present PIAP in Cameroon and presented them to the EDF, taking into account the concerns of the Quality Support Group of the EC.
These services allowed for the action plan and the Technical and Administrative Provisions’ improvement, particularly concerning section 1 (dairy field’s development) and section 2 (plant producing areas’ diversification), based on the critical review and revision of different documents written during the identification period.

The project sought to develop a strategic framework for regional agribusiness development, and promote training and dialogue among national and regional policy makers and relevant private sector stakeholders to advance the agri-business/commodity development agenda. The overall objectives of the project were to:
The purpose of this consultancy was to develop an Action Plan for the promotion and development of two areas:(i) a regional agribusiness sector(ii) targeted commodity enterprises. Through a Report analysing (i) the status of agribusiness and agri-trade of the CARICOM countries, (ii) the opportunities and constraints to agribusiness development and competitiveness and (iii) carrying out commodity chain assessments, the experts will propose recommendations by way of an Action Plan for (i) developing a regional agribusiness sector and (ii) developing targeted commodity enterprises. Findings were presented at a stakeholders¡¦ workshop, organised by CARICOM Secretariat. The outcomes were:

The Enabling Climate Change Interventions in Central and West Asia (CICWA) initiative was intended to enhance the ADB’s assistance to Central and West Asian countries in moving towards low-carbon economies whilst sustaining economic growth. This involved assisting countries to increase economic output whilst: i) becoming more efficient in their use of energy; ii) using renewable energy to replace carbon-based fuels in the electrical power sector; iii) accelerating development of low-carbon technologies; iv) changing the behaviour of business and consumers, and; v) preserving and expanding carbon sinks. Six pre-qualified firms/consortia are retained under this indefinite delivery contract (IDC) to receive tender notices for IDC assignments (IDCAs).
Landell Mills has recently been awarded one of the first two IDCAs, Renewable Energy Policy Formulation in Pakistan. The AEDB has initiated a five-year Medium Term renewable energy (RE) policy to take over from the short-term policy which expires at the end of January 2010. This policy envisions a more competitive and deregulated RE market environment, and lays out strategies and policies to exploit various RE resources. The scope of the project was to help formulate this Medium Term policy.
