Aims:
• to monitor the progress and performance of the eleven projects, including the appropriate usage of funds by assessing the efficiency, effectiveness, potential impact and likely sustainability
• to advise the grant beneficiaries on measures to improve the project performance

Landell Mills Ltd was assisting the EU Delegation in Afghanistan and the Ministry of Rural Rehabilitation & Development ( MRRD) to formulate a new five-year programme in rural governance and development.

The global objective of this evaluation was to i) assess how effectively and efficiently all three REOPA (Rural Employment Opportunities for Public Assets) components have progressed in attaining the programme objectives, ii) assess performance of REOPA-CSC team on technical assistance and capacity strengthening, iii) assess performance of NGOs in providing training to the crew women, iv) identify lessons learned and vi) make appropriate recommendations of general and specific nature for any adjustment during the remaining implementation period of REOPA. The outcome of the mid term evaluation has also enable the EC, GoB and UNDP to form an opinion on future interventions where food security and safety net actions are increasingly involving local governments and grass root level organisations.

Establishing and Strengthening of a Monitoring, Control and Surveillance (MCS) System in Fisheries

Mid-term evaluation of the Rural Employment Opportunities for Public Assets (REOPA), Bangladesh

Results-oriented monitoring of operations financed by the European Commission under the Facility for rapid response to soaring food prices in developing countries (ROM Food Facility)
The overall project objective is to contribute to the achievement of the objectives of the Food Facility instrument.
The contract purpose is to ascertain whether the objectives of the Food Facility have been met and formulate recommendations with a view to improving relevant future development cooperation operations.
The project activities are:
1) ROM FF project start-up
2) preparation of ROM workplan and mission plan
3) organization, preparation and implementation of ROM missions
4) drafting, QC and dissemination of Project Synopses, Monitoring Reports and BCSs
5) elaboration of other ROM outputs (Annual Report, Horizontal, Synthesis and Special Reports)
6) operation of the proposed system for the analysis and synthesis of ROM results
7) quality management – quality assurance of the ROM project activities, outputs, results
8) co-operation/communications with all actors involved, in EU and in the regions of the Food Facility instrument
9) management reporting
