Consultancy to recommend on the establishment of the SADC Development Fund

The overall objective of this study was to contribute to the revitalisation and strengthening of the economic sector in rural Morocco. More specifically, the study included two components. The first aimed at providing a more general diagnostic on ways and measures to revitalise the economic sector of rural areas. The second component included a specific analysis of the Human Development National Initiative (HDNI) intervention.

The Government of St Kitts and Nevis has embarked on a programme of wide-ranging fiscal and public finance management reforms. This assignment was part of the wider reforms and was directed at developing the institutional capacity in the maintenance of the macroeconomic framework within the Ministry of Finance and the Ministry of Sustainable Development to upgrade the Government’s capability for designing, implementing, fine tuning and monitoring economic and fiscal policy actions in response to domestic and external conditions and to ensure the success of ongoing reforms geared towards promoting fiscal discipline and macroeconomic stability.
The specific objective of this consultancy was to review the existing macro-economic framework and develop a suitable training programme for staff in the MoF and the MoSD in maintaining the framework as well as a training manual for subsequent use. The programme included strengthening the medium-term macroeconomic framework and developing the analytical capacity of the MoF and MoSD to prepare unified macroeconomic forecasts and carry out economic analysis for the Federation of St. Kitts and Nevis. This contract aimed to assess the needs of CARIFORUM in the area of Social Aspects and develop a corresponding programme for cooperation and support activities that will ensure CARIFORUM’s fulfilment of its obligations under the Social Aspects Chapter of the Economic Partnership Agreement. In doing so Landell Mills was:
(a) conducting an assessment of the needs of CARIFORUM in order to implement effectively the relevant commitments provided for under the EPA while taking into account the cooperation priorities set out in the draft EPA Social Aspects Chapter;
(b) Surveying any existing support activities in this area (self-financed or financed by the European Community, its Member States, or other donors),
(c) Setting out a coherent overall programme for cooperation and support activities in the Social Aspects area as well as designing and quantifying the individual programmes and projects that would facilitate the proper implementation of the Chapter and deal with CARIFORUM needs that were not already being addressed; and(d) Drafting a financing proposal for the funding of programmes and projects identified in (c).

The project purpose was to develop fair-trade certification standards for the cultivation and export of aquaculture fish products from CAPA (Commercial Aquaculture Producers Association) members. Environmental standards are one part of the Fair Trade producer certification standards. Aquaculture producers would thus be motivated to minimise the impact of aquaculture practices on the environment. Fair Trade in the aquaculture sector could thus bring not only economic and social returns through higher prices but also environmental improvements to fish farms and protection to their surrounding ecosystems.

The objective of the Technical Assistance (TA) was to assist the Government in establishing a Land Sales and Development Agency with transparent and accountable governance arrangements as set out in the policy documents, “Proposals for a Land Sales Agency” and “Land Management Strategy and Policy Issues”. The TA reviewed all aspects of the operations of the WDC, as well as other agencies responsible for the management and sale of public lands in St. Kitts and Nevis, with a view to making recommendations for the restructuring and upgrade of the WDC, to assume the role of the Government’s Land Sales and Development Agency. Specifically, the TA was: (a) assisting the Government in defining the objectives, delineating the responsibilities and identifying performance measures and targets for the new Land Sales and Development Agency; (b) defining the key outputs and major business activities to be performed by the new agency and outline its main business processes; (c) proposing the most effective legislative and policy framework, and organisational structure (including governance requirements) for achieving these objectives and performance targets/measures; (d) preparing an action plan for establishing the new organisation (detailing cost/resource requirement, timelines, etc.); (e) facilitating the preparation of a business plan for the first five years of operations; and (f) preparing job descriptions for positions identified within the recommended structure.

Capacity Building for Regional Integration - Lot2: Technical Assistance to Support Policy Development, Planning, M&E. Statistics and International Cooperation, SADC Secretariat
The purpose of the CBRI programme was ‘to increase SADC institutions’ capacities to drive and coordinate the regional integration agenda, notably through the development of direct financial support (using SADC’s own procedures) as the main mechanism for SADC-ICP development cooperation, e.g. through EU-SADC Contribution Agreements’
This contract provided Technical Assistance to the RAO through the provision of five full time staff in the areas of: Research, Policy & Strategy; Monitoring of Policy & Protocol Implementation, EDF Procedures, Aid effectiveness & resource mobilisation and Statistics. The Directorate for Planning, Policy and Resource Mobilisation (PPRM) received technical assistance in order to develop and consolidate the capacities of the Directorate to support cross-cutting and technical departments in the Secretariat.

The purpose of the Election Observation Exploratory Mission (ExM) was to collect factual information to assess whether an EU Election Observation Mission (EU EOM) for the upcoming Presidential and Legislative Elections in Central African Republic would be useful, advisable and feasible, in line with the criteria outlined in the Commission Communication on Electoral Assistance and Observation COM (2000)1911. Moreover the objective of the ExM was to produce specific documents containing clear information and recommendations for the deployment of a possible EU EOM.
