Service contract for a monitoring system of the implementation of projects and programmes of External Co-operation financed by the European Community, lot 6 (Western Balkans and Turkey)
The main objective of the ROM system was to gather results-oriented information on projects in the field and to report on progress in order to maintain and, where possible, improve the quality of external co-operation activities through timely, independent and well-targeted information on project implementation.
Monitors are responsible for reporting on project implementation against the agreed Logical Framework and related indicators where feasible.
The project monitored:
- projects in Albania, Bosnia and Herzegovina and Croatia which are financed from the CARDS programmes and managed by the European Commisson
- projects financed from the Instrument for Pre-Accession (IPA) Component 1 in Albania, Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Montenegro and Serbia including Kosovo (under UNSCR 1244) and managed by the European Commisson
- projects financed from the CARDS regional programmes and from the IPA regional and horizontal/multi-beneficiary programmes and managed by the European Commisson
The following results were expected:
- monitoring reports (MRs) and Background Conclusion Sheets (BCSs) according to the agreed format and deadlines set, that meet appropriate quality standards
- special reports (including synthesis/analysis of ROM results, either geographically or by sector, as well as recommendations) upon request of the European Commisson Services (HQ or Delegations). These may be related to the implementation of individual projects or be thematic or sector analyses derived from experience gained by the monitoring team across a series of projects
- the contractor will also be required to present the work, findings and conclusions in short seminars/workshops to stakeholders in Brussels or in the region. The planning for such seminars is included in the yearly ROM plan

Human Resources Training Courses in different areas of Leadership, Management and Trade for the Ministry of Trade and Industry in Egypt
The global objective was to assist the Government of Egypt in improving its capacity to meet its international obligations under its EU and International Agreements and to improve its effective participation.
It was specifically designed to enhance and develop the MTI’s selected candidates leadership, management and trade competencies, skills, attitude & culture through customisation & delivery of training courses for the selected candidates from the Ministry of Trade & Industry’s sectors & affiliates identified as the “Beneficiary” with a comprehensive focus on key concepts of modern, up-to-date & effective practices. The aim was that the development of the employees’ competitiveness through development of the needed competencies would upgrade the performance of the Ministry of Trade and Industry.
The target audience for this assignment was selected candidates from the Ministry of Trade - MTI’s different sectors & affiliates.

The Forest Sector Development Project (FSDP) operated in four provinces of Central Vietnam: Binh Dinh, Quang Ngai, Quang Nam and Thua Thien/Hue. The Project consisted of four broad components, including, Component 1: Institutional Development; Component 2: Smallholder Plantation Forest; Component 3: Special Use Forest; and Component 4: Project Management, Monitoring and Evaluation. Package 1 is to provide support to Component 1 and Component 4. The overall objective of the FSDP was to ‘…achieve sustainable management of forests and the conservation of biodiversity in special use forests, enhancing the contribution of forestry to rural poverty reduction and global environmental protection.’ This objective was pursued through the following measures:

Follow up mission of the Finance Convention for the joint budget support for the reduction of poverty
Between 2004 and 2006 the Delegation of the European Commission, the Royal Embassies of Denmark and Belgium in Benin and the Swiss Cooperation in a joint declaration have supported the Government of Benin in its implementation of the strategy document on the Reduction of Poverty with a joint global budget of approximately 78 million Euro.
The general objective of this assignment was TA to support the European Commission in its pursuit and following up of its Budget Support in Benin.

The Support to Institutional Capacity Building (SICB) project builds on the agricultural policy and institutional support provided since 2004 to the TCC representative institutions through the TAIEX EU accession instrument.
Initiated in September 2007, SICB offers comprehensive and coherent policy support through the engagement of a team of five experts to work over 12 months with TCC representative institutions in the field of agriculture and rural development in order to build capacity to develop and implement policy in accordance with the norms and standards provided in the EU Acquis Communautaire.
Spheres of expertise brought by the SICB team include cereal production, livestock husbandry, dairy technology, fruit and vegetable production (particularly in the potato and citrus subsectors), irrigation rehabilitation and EU legal approximation, grounded in a solid exposure to the constraints and opportunities presented in this sphere in the northern part of Cyprus.
The team is working primarily with TCC representatives from the EU Coordination Committee and Agriculture & Rural Development Unit in order to build policy capacity through hands on engagement in developing a comprehensive Agricultural Strategy.
The Agricultural Strategy will be an essential document laying out policy objectives for agricultural and rural development in the northern part of Cyprus. Its development will also act as a major training exercise in policy analysis and an opportunity to conduct a systematic review of information sources and statistics.
As part of a broader EC-supported programme for agriculture and rural development in the northern part of Cyprus, SIBC coordinates closely with parallel TAIEX expert missions and with the comprehensive programme of agricultural and rural development as well as environmental projects scheduled be initiated during the term of the SIBC project.

Support to the Forum of Caribbean States (CARIFORUM) in the Implementation of Commitments undertaken under the Competition Policy Chapter of the Economic Partnership Agreement
Competition Policy or Anti-trust Law is the body of rules aimed at regulating the behaviour of firms in the market place, so as to preserve a healthy competitive trade environment. In 2007 the Caribbean Forum of ACP States (CARIFORUM) had no or relatively nascent competition policy regimes. This resulted in CARIFORUM states not being able to detect and proscribe possible anti-competitive behaviour so as to maintain a level playing field for firms in this part of the world.
The objective of this study was therefore as follows:

The Consultant is providing advisory assistance to the Government, its Privatisation Council and Tender Panels in privatisation of its majority stakes in a number of large companies listed in the Government’s annual privatisation plans and/or in attracting other forms of private sector participation in these companies.
