Consultancy Services for the Implementation of the Monitoring and Evaluation Institutional Support Programme, Uganda
The purpose of this programme was to enhance the capacity of public institutions to make a more efficient and more intensive use of empirical evidence when formulating national and local policies and for the purpose of allocating public resources. The overall objectives were as follows:
• Strengthen the link between the GoU’s poverty reduction strategy (PEAP) objectives and outcomes and the allocation of budget resources;
• Support the operationalisation and implementation of the NIMES initiative; including the establishment of Annual PEAP Implementation Reviews, functioning PEAP M&E plan and Local Government performance assessment framework;
• Strengthen the capacity of district officials and other stakeholders to collect and manipulate data for planning and monitoring purposes.
The specific objectives of this contract were as follows:
For the Directorate of Budget:
• Strengthen the capacity of the Directorate of Budget in policy and budget analysis to allow it to spearhead the link between outcomes/outputs and budgetary resource allocation.
• Develop a set of guidelines, procedures, and training material and activities to support the improvement of the quality of the budget planning and reporting by Ministries, Departments, Local Governments and Agencies (MDLAs);
• Support the operationalisation of the Integrated Financial Management System (IFMS) budget module and spearhead the adoption of other novel budget systems and methodologies;
• Strengthen the capacity of the Directorate of Budget to identify, formulate and implement budget efficiency measures.
For the Co-ordination and Monitoring Department (CMD) of the Office of the Prime Minister:
• Support the implementation of the CMD’s Operational plan.
• Development of the capacity of the CMD to fulfil its mandate with respect to M&E coordination. Support to the harmonisation of local government and ministerial/sectoral M&E functions and establish a local government performance assessment framework;
• Contribute to the operationalisation of an efficient, cost effective and reliable framework institutional framework for monitoring and evaluating the performance of the PEAP.
For the Directorate of District Statistics of the UBOS:
• Support UBOS DSD in implementation of their Capacity Building Support ;
• Contribute to the development of a sustainable training strategy at the Bureau to meet its statistical capacity building mandate
