TA to support the PBS donor Secretariat

In order to support the work of the PBS donors, the PBS Donor Group established a Donor Secretariat. The purpose of the Secretariat was to support the PBS donor group in the monitoring and coordination of the PBS programme and carrying out a number of essential functions associated with PBS.

The Secretariat maintained regular contact with government counterparts, as it undertook its primary tasks and especially with the Government PBS Unit based in the Macroeconomic Policy and Management Department in the MOFED. In relation to the Government more broadly the Secretariat played a facilitating role, understanding constraints with a view to identifying solutions to ensure that the process worked smoothly and efficiently.

This included:

Overall control of Secretariat performance through preparation of Secretariat six monthly rolling work plan, budget and performance reports for approval by PBS donors; Overall financial management ensuring funds are received and accounted for as agreed with the donor JCC group; Liaison with PBS donor JCC group chair on regular basis; Overall responsibility for planning and preparation for monitoring and review processes (specifically the quarterly JRIS); Liaison with GoE PBS Unit; Representation of Secretariat at major public fora, including JCC (JRIS and JBAR), TWGs and DAG Champion clusters as relevant; Alert key stakeholders to emerging problems and coordinate responses with a view to identifying solutions; General Secretariat co-ordination and management (line management); Overall responsibility for all secretariat functions; Undertake line management; Development and implementation of an external Communications Strategy including defining an approach to communications with government, donors, civil society and internationally; Coordination of training, capacity building and other relevant activities on behalf of donors as needed; Identification and management of dissemination of good news stories;

Consultancy Services for the Implementation of the Monitoring and Evaluation Institutional Support Programme, Uganda

The purpose of this programme was to enhance the capacity of public institutions to make a more efficient and more intensive use of empirical evidence when formulating national and local policies and for the purpose of allocating public resources. The overall objectives were as follows:

• Strengthen the link between the GoU’s poverty reduction strategy (PEAP) objectives and outcomes and the allocation of budget resources;

• Support the operationalisation and implementation of the NIMES initiative; including the establishment of Annual PEAP Implementation Reviews, functioning PEAP M&E plan and Local Government performance assessment framework;

• Strengthen the capacity of district officials and other stakeholders to collect and manipulate data for planning and monitoring purposes.

The specific objectives of this contract were as follows:

For the Directorate of Budget:

• Strengthen the capacity of the Directorate of Budget in policy and budget analysis to allow it to spearhead the link between outcomes/outputs and budgetary resource allocation.

• Develop a set of guidelines, procedures, and training material and activities to support the improvement of the quality of the budget planning and reporting by Ministries, Departments, Local Governments and Agencies (MDLAs);

• Support the operationalisation of the Integrated Financial Management System (IFMS) budget module and spearhead the adoption of other novel budget systems and methodologies;

• Strengthen the capacity of the Directorate of Budget to identify, formulate and implement budget efficiency measures.

For the Co-ordination and Monitoring Department (CMD) of the Office of the Prime Minister:

• Support the implementation of the CMD’s Operational plan.

• Development of the capacity of the CMD to fulfil its mandate with respect to M&E coordination. Support to the harmonisation of local government and ministerial/sectoral M&E functions and establish a local government performance assessment framework;

• Contribute to the operationalisation of an efficient, cost effective and reliable framework institutional framework for monitoring and evaluating the performance of the PEAP.

For the Directorate of District Statistics of the UBOS:

• Support UBOS DSD in implementation of their Capacity Building Support ;

• Contribute to the development of a sustainable training strategy at the Bureau to meet its statistical capacity building mandate

INTER-REGIONAL TRADE FACILITATION IN BATKEN OBLAST

The main objective of the project was to assist rural environments in Batken oblast through the imporved productivity, access to internal and external markets, and improvement of the business environment. The Batken oblast is one of least developed areas in Kyrgyzstan, which is situated in the Fergana Valley and was established as a separate oblast in 1999. The main components of the project were:

- Improvement of rural -business environment. The project assisted the selected business incubators to become fully operational advisory units including on the job training, capacity building and institutional advice. Selected enterprises and farmers’ groups received assistance in business planning, access to credit, and business development. Special attention has been paid to woman entrepreneurs.

- Improvement of the situation with standardisation and certification of agricultural production. The project selected several agricultural products; the entire situation with standardisation and certification procedure has been analysed including compulsory and export products. The standards have been systematised, an informational campaign for rural entrepreneurs has been done to improve transparency and understanding of certification requirements. A selected laboratory has been assisted to ensure quality of tests necessary for agricultural products’ certification

- Advice to the Ministry of Trade & Toursim and Oblast Administration of Batken. These main actors received advice and assistance on the broad range of issues related to the project implementation, including development of regional agricultural sector strategy plan, improvement of agro-business environment, further development of “talon” system to regulate the interference of state control bodies in the small business, development of SME and farm support structures, agricultural extension services etc.

- Dissemination and promotion of provincial policy and investment capacity. Publication of the Batken Guide presenting many-fold information on the area.

- Design and establishment of first one-stop-shop for registration of the new businesses, advice to the national government and presidential administration to promote the approach for the whole Kyrgyz Republic.
