The
Multiannual Indicative Programme (MIP) 2021-2027 for the cooperation between
the EU and the Republic of Zimbabwe was proposed and founded on the Zimbabwean
National Development Strategy (NDS-1) 2021-2025. The MIP contained the three
priority areas: Good Governance and Citizens’ rights, Green Economic
Development, and Social Recovery and Human Development; and proposed two Team
Europe initiatives: gender equality through women empowerment and climate smart
agriculture-based resilience building. These Priority Areas were selected for
inclusion in the MIP to reflect the EU’s development priorities (including Do
No Harm and Build Back Better) and to recognise the EU’s political and economic
strategic interests, but also to ensure consistency and complementarity with
Zimbabwe’s own development goals.
The
implementation of the MIP so far is planned in two annual action programmes
(AAP). The first, Annual Action Plan (AAP) 2022, is focused on Financing
Decisions by the Commission and covers health and democracy. The second, AAP
2023, with a budget of €80 million, covers the specific objectives and expected
results for the priority areas of the MIP in complementation of the AAP 2022.
The aim of the present mission is to assist the EU Delegation to the Republic
of Zimbabwe (EUD) prepare the AAP 2023.
The
global objective of this contract is ‘to contribute to the effective
implementation of the MIP 2021-2027’.
The
specific objective of this assignment is ‘to support the European Union
Delegation to Zimbabwe in the identification and formulation of a comprehensive
and coherent Annual Action Programme 2023 of an indicative amount of 80 MEUR to
achieve the highest results as identified in the MIP’. This involved
identifying suitable programming interventions in line with the MIP’s priority
areas.
Outputs:
To
respond to the objectives outlined above, the expert team developed elements
allowing the Delegation to prepare a draft Annual Action Programme (AAP) 2023
and the relevant Action Documents outlines annexed to the AAP. The elements in
question comprised the following:
Technical reports for each of the individual sectors of
the AAP and the Technical Assistance team’s expertise (see below).Action Document Outlines using templates provided by the EUD –
including draft logical framework matrix and risk assessment.Annexes containing information on the
stakeholders, donors, beneficiaries, projects, and literatures consulted. A synthesis report condensing the findings of the above.The technical reports were written on
