Pre-feasibility study for producing ethanol from cassava in Nigeria
The client (a private investment company) was considering a major investment to develop 16,000 hectares of large scale, irrigated cassava production in Nigeria, to provide the raw material for up to 5 ethanol production plants. It required a pre-feasibility study to be undertaken, based on existing research and market information.
Objective:
To produce a desk study to provide an informed investment decision on producing fuel grade ethanol from cassava in the middle belt states of Nigeria.
The study would:
- take into consideration not just the past and present trends but suggest likely future trends
- look specifically at the efficiencies of producing ethanol from cassava in Nigeria taking into consideration directives on using E10 bio-fuel and the promotion of cassava by the current Nigerian administration for flour, starch and ethanol
- assess the production of ethanol from cassava in the context of substitutes such as sugar cane
- look at internal, regional and global demand for ethanol. Specifically, it will look at the export opportunities to China and export policy in Nigeria towards China
- identify favourable tax and investment policies in Nigeria, including subsidies on inputs, duty wavers on the importation of equipment etc
the report included findings on: likely tonnes of cassava per hectare; which variants of cassava are most likely to succeed; cost and source of cuttings; likely fertiliser and inputs needed; uses for waste materials; climatic conditions; suggested farm sizes and out growers needed to supply 100,000 to 150,000 MT ethanol plants; other statements about the suitability of cassava to produce ethanol; environmental considerations; considerations for the production of cassava e.g. water supply for irrigation, transportation, year round harvesting; considerations for the location of ethanol plants, eg supply of power, plant water supply, transportation of ethanol

The US Army was at the time importing over US$10 million of bottled water into Afghanistan each year. In order to move to a point where its water could be sourced locally, it was decided to provide assistance to the Afghan Central Veterinary Diagnostic and Research Laboratory so that they would have the capacity to test water (as well as products of animal origin). Landell Mills was contracted to identify the equipment needs to carry out such tests and to procure and install the equipment. Training on the use of the equipment was to be undertaken through the EC-financed Animal health Development Project.

Preparation of Terms of Reference for the project ‘Administrative capacity building for the Kaliningrad oblast’
The project was part of a special programme for the Kaliningrad oblast for which EUR 25 million were earmarked in the National Indicative Programme (NIP) 2004 – 2006. In the light of the special importance of Kaliningrad for EU/Russia relations the programme aimed to support the economic and social development of the region in line with Russia’s plans for the region. The Special Programme determined four priority objectives: strengthening of the region’s intellectual potential, primary & preventive health care services, creation of a positive cross-border cooperation culture and development of the region’s administrative capacity.
The overall objective of the project was to strengthen the administrative capacity of the Kaliningrad oblast by providing assistance in the areas of budgetary reform, regional competitiveness & attraction of investment and e-government, aiming at fostering the socio-economic development of the region and to increase the living standard of the population.
The first two objectives were being implemented by the projects “Vocational Training and Labour Resources in Kaliningrad” (€2 million),and “Improving Health Status of Kaliningrad region” (€3 million),financed from the 2004 Action Programme. Cross-border cooperation activities in the form of small, grant-funded projects are covered by a specific contribution from the Special Programme and the CBC programme to the Neighbourhood Programme Poland-Lithuania-Russia/Kaliningrad. Finally, also within the framework of the Special Programme the EU, together with IFIs and the Kaliningrad Regional Government, were plans to fund a water sectoral programme, notably investment in waste water treatment and collection network facilities.
Achievement of the remaining objective not yet covered is to be at the heart of the project ‘Administrative capacity building for the Kaliningrad oblast’.

Programme evaluation mission Euro-Mediterranean Environmental Programme SMAP – First, second and third implementation phases, SMAP I, II, III
The overall objective of the project was to evaluate the effectiveness of the EC SMAP Programme in achieving the objectives of the Barcelona Declaration.
The project’s purpose was to evaluate the programme at the middle level, ie the choice of the partners and evaluation of partnerships, as well as at micro level, ie the achievements of the individual projects.
Expected results/outputs of the project were: an evaluation methodology proposal agreed with the Commission, a work programme for the evaluation, and Inception Report, a summary evaluation (report) of the SMAP Programme at both the horizontal level and at the level of individual projects, a presentation of the main findings and conclusions in the SMAP Correspondents Meeting

Programme of assistance to the Regional Integration of CEMAC (PAIRAC)
The PAIRAC project had an overall budget of EUR 16 million to support the central African regional integration process. Landell Mills technical assistance comprises five tasks:
The project was based in Bangui, CAR, in the offices of CEMAC. The project covered all central African countries, namely Cameroon, Congo, Gabon, Equatorial Guinea, CAR, Chad, Sao Tome et Principe. The PMU’s task was to support the programming, implementation, monitoring and evaluation of the PAIRAC and other EDF funded programmes. The Sectoral Technical Assistance was specifically responsible for providing support in implementing the activities within their particular field of expertise and for managing complementary short-term technical expertise (preparation of TOR, coordination of activities, support and follow-up of the services provided). The technical assistance’s primary mission is to ensure the transfer of skills to the regional counterparts and to the officers of the CEMAC in order to maintain the sustainability of the programme.

Capacity Building In Support of Preparation of Economic Partnership Agreement
The specific objective of the workshops on trade in services and investment was to increase the awareness of the ACP Member States of the issues involved and the implications of bilateral commitments in services and investment, and to raise negotiating options for ACP Member States.
A training manual was prepared ahead of a 5-day training course prepared for each of the regional organisations. This proposed to build capacity in preparing for negotiations in services and investment for the technical support teams and lead negotiators for the following regional organisations: CARIFORUM, CEMAC, ECOWAS, ESA, PACIFIC FORUM
