The focus of this study was to examine opportunities for the further commercialisation of agricultural produce (primarily cassava) for conversion into biofuel (primarily fuel-grade ethanol).
The study identified and analysed issues relating to the viability of biofuel production including:
These issues were presented to the Client within the context of the feasibility at which current cassava production patterns and techniques could be exploited to deliver consistent agricultural outputs. In addition, Landell Mills reported on the opportunities for increasing such yields to reach a scale sufficient to supply a sizable biofuel plant and maintain competitiveness in the domestic and global ethanol markets.

Preparation of EU Action Plan for European Donors in Private Sector Development
This EC funded project commenced in September 2005 and the main objective was to recommend to European Union donors in Vietnam a draft Action Plan for coordination in the area of private sector development to improve the capacity of Government to undertake aid harmonisation in SME development
The specific objective of the study was to set down priorities for EU donor coordination or joint initiatives, taking into account the different programmes of the Vietnamese Government, current EU activities in the area, EU competence and comparative advantage, and the past, ongoing, and planned other coordination activities of donors

Technical Assistance Support to start-up of the 9th EDF Farm Income Diversification Programme
Landell Mills provided Technical Assistance to support the start-up of the 9th EDF Farm Income Diversification Programme until the full TA team was contracted and mobilized.
The main objective of FIDP was to achieve a sustainable improvement in livelihoods of rural communities through diversifying farmers’ income. The programme purpose was to increase food security and income levels of rural households ensuring a sustainable use of soil and water resources by encouraging business development and employment as well as improved marketing of agricultural products in selected communities.
The specific objective of this assignment was to ensure that the Ministry of Agriculture is appropriately positioned to effectively implement the 16.2 million Euro Farm Income Diversification Programme, to be financed through the 9th European Development Fund.
The target beneficiaries for this support comprised of rural communities, commercially oriented associations and private companies enhancing business opportunities for smallholder farmers.
Partners included the Ministry of Trade and Private Sector Development; Agricultural Training institutions; farmers associations and civil society groupings active in the agriculture sector as well as traditional authorities/leaders.

Appraisal of an intervention to build capacity in the SADC region on maximum residue levels (MRL)
Landell Mills has been contracted by the EC in order to conduct an appraisal study for a project to build capacity in the SADC region on Maximum Residue Levels (MRLs). The objective of the study is the development of a detailed technical and financial Financing Proposal suitable for submission to the EDF Committee for funding. A team of 2 consultants (a team leader and an agricultural chemist) will analyze the MRLs status in SADC Region as regard the food and feed sector; and the added value of SADC regional integration in MRLs control and monitoring will be analyzed
Sanitary & Phytosanitary (SPS) measures, while ensuring food safety for consumers all over the globe, are considered to be potential technical barriers to exporters from the SADC and other ACP countries as they struggle to adhere to these standards.

The objective of this mission is to assess the feasibility of exporting certain agricultural products and of increasing the volume of those already being exported, focussing primarily on meat. Subsequently the mission developed a concept for a future EU-Mongolia co-operation project/programme identifying links and synergies with other EC projects and with projects of other donor institutions and local counterparts active in similar areas.
The mission team identified all necessary components, inputs and activities for the envisaged co-operation project/programme and proposed options for its institutional set-up. The team assessed the potential impact of the proposed action as well as its sustainability and identified obstacles and risks to the achievement of the desired impact taking account of cross-cutting issues (environment, human resources development, poverty alleviation, gender, health, and consumer protection) and of financial and economic considerations (customs, taxation etc.).

Mid-term review of EC support to Private Sector and Trade Development
The EU was funding a number of interventions in the area of trade and private sector development in Uganda in 2005, including the Uganda Programme for Trade Opportunities and Policy (UPTOP), the Medium Term Competitiveness Strategy (MTCS), PrivateSector Foundation Uganda (PSFU) and Business Uganda Development Scheme–Enterprise Development Support (BUDS-EDS).
The main emphasis of this review was to identify the strengths and weaknesses of the projects so that these can be incorporated into the design of possible successor projects, if it is deemed to be desirable.
