A WTO Information and Communication Mechanism for Tanzania
Landell Mills was contracted by the PMU to Support ACP states on WTO issue to assist the Ministry of Trade in Tanzania in the preparation of the General Agreement of Trade in Services (GATS) offer and to set up a mechanism which would improve communication between Tanzania’s Geneva-based trade negotiators and Dar-es-Salam.
The project sought to facilitate the effective participation of Tanzania in WTO negotiations by strengthening capacity in multilateral trade negotiations at national level. This was achieved in a first phase by conducting multi sectoral workshops on key trade (telecommunications, financial services, tourism, construction) and also for the agricultural sector (SPS, TBT). In a second phase, an information and communication mechanism will be established within the Ministry of Trade. Selected Tanzanian officials will receive training in running this mechanism, whose objective is to strengthen multilateral trade negotiations by ensuring that the correct information is being disseminated.
The project will build on work undertaken in the EU-NETT Support Programme for the preparation of negotiation of EPAs, which Tanzania is negotiating within the SADC framework.
Landell Mills are providing three international consultants to assist the executing agencies (EAs) through the project management office (PMO) and project implementation offices (PIOs) of ADB Loan: PRC 1924 to address several of the key barriers that are affecting the lack of widespread dissemination and expansion of biogas/biomass renewable energy systems (BioRETs). For this, the consultants will be engaged to develop synchronized programs to assist in removing the barriers; to oversee the implementation of selected activities; to assist in setting up institutional strengthening programs to raise the skills of contractors, farmers, and government service staff; and to develop an environmental monitoring and measurement program. The Project is expected to develop a sustainable and replicable program that serves as an example to expand BioRETs elsewhere in the People’s Republic of China (PRC). Feasibility Study on Agriculture and Food Security Information Systems in Rwanda
Landell Mills was contracted by the EC in order to carry out a Feasibility Study on Agriculture and Food Security Information Systems in Rwanda. An international consultant and a local statistician carried out the mission.
The study assessed existing agricultural and food security information systems in terms of institutional capacities, quality of information and output. In particular, we analysed requirements for cooperation and coordination between the Ministry of Agriculture and the planned new “Organe Central de Statistique”.

Our report presented the current situation of rural agricultural data collection in Rwanda, and detailed proposals to improve the existing or to re-build a new national framework for data collection and analysis. It included the organisational framework for this data collection and analysis system, the methodology of data collection and analysis, the human and financial resources to operate the system in a sustainable way.

Appraisal and development of a Regional Food Security Programme on behalf of the Regional Integration Organizations of East and Southern Africa
Landell Mills were contracted by the EC in order to conduct a study to assist the regional organisations in the Inter-Regional Co-ordinating Committee (IRCC) to develop a Financing Proposal for a Regional Food Security Programme (RFSP), which can be presented to the EDF Committee for funding decision. We have designed a regional food security programme that will:
Our specific tasks were to: assess the relevance, feasibility and sustainability of REFORM and its components; develop a full and detailed log frame; undertake a stakeholder, problem and objectives analysis, and a cost benefit analysis; develop an implementation schedule; propose a management structure for the project; integrate of the food security risk and vulnerability reduction project with the existing IGAD Disaster Risk Management Project proposal; establish a functional working relationship with SADC to coordinate the implementation of a harmonized food security programme for east and southern Africa; and share best practices with national level food security programmes.
Our report found that the collective inability to contain levels of food insecurity in sub-Saharan Africa in recent decades indicates an urgent need for innovative approaches. We argue that the current dual focus on, emergency response to address immediate needs, and stimulating agricultural production as a developmental response, is inadequate. We propose that the programme should work in the area of vulnerability reduction. A better understanding of vulnerability can be translated into policies and programs that reduce household exposure to hazards and/or improve their ability to cope with consequences of these shocks.
The purpose of the program will be to improve regional and national, trade, social protection and disaster risk management strategies and policies. The goal is to support better decision-making in key areas, which can effectively reduce vulnerability to food insecurity.

The substantial investment in recent years in forestry for the conservation of ecosystems is generally attributed to environmental events. In 1998, major floods in the Yangtze, Song Hua River and Nei River caused great loss of life and large-scale economic damage. Large investments in forestry programs in the upper catchments of the Yellow and Yangtse rivers have followed. In order to examine the impact of such programs, particularly with regard to their sustainability and impact on poverty, the Chinese government asked ADB to undertake a study, for which ADB contracted LML to act as the implementing agent.
The objective of the study is to reduce rural poverty through sustainable forest management and the main conduit to do this is through improved targeting of the major forestry programs. To achieve the objective the study will focus on three outputs:
One mechanism to allow delivery of these outputs is the co-ordination primarily with the National Development and Reform Commission in support of it’s task to draft the forestry section of the 11th Five Year National Plan (2006-2010). In order to reach this task of providing for sustainable forestry benefits that reduce poverty, the study via a steering committee will conduct stakeholder consultations including DoA in the MoF, LGOP and of course SFA itself.

Uganda – Programme Review and monitoring panel in the ASARECA (Association for Strengthening Agricultural Research in Eastern and Central Africa) region
Landell Mills has provided a team for the Programme review and monitoring panel (PRMP), an external group comprising 2 international scientists and 1 regional scientist. The duration of each input in 4 weeks each year for 2004 to 2006.
The PRMP will assist ASARECA (Association for Strengthening Agricultural Research in Eastern and Central Africa) in monitoring the implementation and performance of the 8th EDF regional support programme (RSP).
The monitoring, evaluation, analysis and planning unit will be the focal point and the team will work in collaboration with that unit.
The overall objective of the RSP was to contribute to regional economic growth and improved prosperity. This objective will be achieved through developing, introducing and disseminating agricultural and agri-business technologies.
