Provision of Technical Assistance to the Ministry of Energy and Water for the implementation of the Food Security/Water Management Project in Kunduz, Baghlan and Takhar Provinces (the Kunduz River Basin Management Programme - KRBP)

The wider objectives of the project is to support the recovery and conservation of endangered fish stocks in the Caspian Sea. Project specific objectives include:
Intensive interaction in Kazakhstan with scientists and scientific advisers to managers and decision-makers, to ensure that best regional management ideals are being carried through to implementation and to the relevant advisory bodies.
Completion of the development of the draft mathematical model on management of sturgeon, incorporating more biological realism, international peer-review of the model, and tabled for broad national and regional use in a user-friendly format.
Continued mentorship of and collaboration by international experts with three regional scientists, with a view to raising their international scientific profile and continued involvement in relevant fisheries management research.

Feasibility study for a regional programme for the sustainable management of the coastal zones and resources
The aim of the project was to conduct a feasibility study for a regional programme for the sustainable management of the coastal zones and resources. As the programme was deemed feasible, Landell Mills – in addition to the feasibility study report - drafted a financial proposal and accompanying documents in conformity with the requirements of the EC for the 9th EDF.

Rainwater Harvesting Workshop in Mekelle and Addis Ababa, Ethiopia
Following the completion of the two-part evaluation for the European Union into Rainwater Harvesting in Tigray Regional State, it was considered important that the findings and lessons learnt should be widely disseminated. The experiences gained in the Region and highlighted in the EU funded and initiated evaluation need to be discussed and made widely available to all organisations and especially field implementers.
The aim was to pool technical resources and experiences to lay the basis for the preparation of a comprehensive technical Design Manual that sets all the options available and the conditions under which each can be considered appropriate and gives clear guidelines with a full menu and range of options, costs and construction techniques.
They covered the issues that were raised and addressed in the workshop sessions and establish the basis for a technical Design Manual, methodologies for completing this and an action plan for achieving it.

The Programme had a budget of 31 mln EUR allocated for grants with a minimum amount of 500,000 EUR and a maximum amount of 3.5 mln EUR for environmental and forestry projects in developing countries. The Programme aimed at non-governmental and non-profit sector.
The following actions were supported within the environmental part:
End of project evaluation Agriculture / Livestock Research Support Programme (KARI) Phase II and Appraisal of EC support to KARI after end of ARSP II
Landell Mills Ltd had been contracted by the EC in order to undertake the end of project evaluation.
The main objectives of the study were:
Study to elaborate the formulation of a possible 6th micro-project programme and other working documents
Landell Mills carried out a mission to prepare a 6th Microprojects Programme in Ghana for an indicative EDF contribution of 25 Million Euros.
This programme focused on the 5 regions of Ghana, where poverty proves to be most resilient.

Support to the management structures of the new Neighbourhood Programmes
The project aimed at promoting the active participation of the Regional Authorities in the preparation of the Neighbourhood Programmes by overcoming the lack of financial resources available to these authorities.
This project was launched in the context of the on-going Technical Support Project to the National Co-ordinating Units to overcome the problem that the required funds could not become available before Jan-April 2005. Therefore, an intermediary solution was sought, in order to finance a number of expenses as from early 2004.
The objective of this contract was to provide temporary support to the management structures of the new Neighbourhood Programmes on the Tacis side of the border. There were altogether 12 Neighbourhood Programmes financed from Tacis, with participation of Hungary, Finland, Romania, Poland and Lithuania.
