The objective of the assignment is to support the EU Delegation in the identification, formulation, and design of actions on sustainable livelihoods and inclusive growth and gender equality and women empowerment to be implemented under the Special Measures for 2023, and actions on ethnic education under the Special Measures for 2024, to support the achievement of the European Union’s priorities in the current political and socioeconomic climate in Myanmar, to the maximum benefit of the population.

The evaluation of the country strategic plan for Mali (2020-2024) and the preceding interim country strategic plan (2018-2019) was conducted between March 2023 and April 2024 and covered WFP’s strategy, interventions, and systems during the period from 2018 to June 2023. Taking a utilization-focused, consultative approach, the evaluation served both accountability and learning purposes and has informed the preparation of the next country strategic plan (2025-2029). The evaluation assessed WFP’s strategic positioning, its contribution to outcomes, its efficiency in implementing the plan and the factors explaining its performance.
The interim country strategic plan and the country strategic plan marked a change in WFP’s approach, from a focus on operation-based planning to country-level strategic planning, aimed at facilitating integration among programme pillars, with a view to respond to emergency needs, while simultaneously addressing the root causes of food insecurity in Mali.

This global programme on ocean governance, conservation and sustainable use will support EU policies and priorities in international ocean governance while at the same time improving the resilience and livelihoods of people in developing countries, in particular Small Island Developing States (SIDS) and Least Developed Countries (LDCs). This will be sought, while maintaining the focus on core development cooperation objectives of poverty alleviation, human rights and women empowerment.
This programme prioritises development in the following key areas:
1) Support and initiate the development of novel collaborative approaches across sectoral and regional organizations, States, and stakeholders at the scale of marine regions in priority
2) Contribute to building a more effective and comprehensive global system of area-based management tools (ABMTs), including effectively and equitably managed, ecologically representative and well-connected networks of marine protected areas (MPAs), both in and beyond national jurisdictions, while securing the rights of local communities as key actors and beneficiaries in conservation. Indeed, ecological limits, interconnectivity of ecosystems and extend of threats do not correspond to the legal delimitations established by the UN Convention on the Law of the Sea. Consideration will be given to how the Global Ocean Programme could build, among others, on the existing pilots of governance of transnational and high-sea areas, like for example in the Thermal Dome and the Sargasso Sea2 (two unique ecosystems sites located both in and beyond national jurisdiction).
3) Application of ecosystem-based approaches focusing on prevention of harmful impacts of economic activities, protection and restoration of marine environment. 4) The use of marine genetic resources (MGRs), a key activity in development, will also need solid and equitable management at global level to ensure the fair repartition of its benefits. Indeed, MGRs offer considerable opportunities, e.g., to strengthen food security, to discover new drugs to fight cancers, to develop biodegradable plastics in seawater or to help remedy pollution. A framework has been developed to ensure sharing of benefits from the use of the resources in national waters, but there is currently no such a framework for marine genetic resources found and taken in areas beyond national jurisdiction. The project will consider how the Global Ocean Programme could support developing partner countries in setting the conditions at national level to really benefit from the use of these resources by developed countries both in and beyond national jurisdictions.

Gender Equality will also have a central place in our Strategy. Our objective is not only that the future territorial programme does no harm, but also that it works towards greater gender equality. Our team will go further than ensuring that proposed activities don’t enhance existing inequalities; we will specifically seek to address barriers to women’s empowerment.
