The purpose is to help prepare the SSDP by formulating a focussed and sustainable framework to establish the foundation for SME development. The TA will proceed in two phases. During the first phase, the SSDP framework will be drawn up and during the second phase feasibility studies may be conducted on the targeted investment components. In the first phase the long-term development strategy for the SME sector will be formulated in close consultation with the Government to draw up the overall SSDP policy reform agenda. A preliminary feasibility study will determine the direction of the in-depth analyses on the possible investment components of the second phase.
Based on the achievements of the first phase the frameworks for SME development and the SSDP will be refined throughout the second phase. As each step of the TA will require close consultation with stakeholders, several workshops will be organized and other opportunities made to build consensus on these outputs for the SSDP.

The Support Programme for the Agricultural Sector in Cambodia (PRASAC) was implemented with financial and technical support from the European Commission (EC) in six provinces around Phnom Penh. It had agricultural, rural infrastructure, community development, institutional strengthening, and credit and micro-enterprise components. The government executing agencies included the Ministry of Rural Development (domestic water supply, community development), the Ministry of Agriculture, Forestry and Fisheries (sustainable agricultural productivity), the Ministry of Water Resources and Meteorology (irrigation schemes), and the Rural Development Bank (micro-credit services). The project started in 1995 and ended in December 2003.
In order to achieve sustainability of the micro-credit services provided to the rural poor under PRASAC, it is planned to institutionalise the project’s credit component into a private licensed Micro-Finance Institution (MFI). To ensure long-term and successful management solutions for the most effective use of the credit fund provided by the EC, it has been deemed necessary to provide technical assistance (TA) until the institutionalisation process is finished, or alternatives dictated by changing circumstances are identified and implemented. This assignment (European Credit Adviser – PCA Transitory Period (2004)) constitutes the provision of this TA. The assignment started on 16th January 2004 and will finish at the end of December 2004.
The objective of the assignment is to ‘provide the beneficiary with support for the establishment of a viable rural credit system that will provide long-term effective services to the rural poor’.

Technical monitoring/display monitoring and dispute resolution services for the systematic mass, first registration of immovable property, Korca, Maliq
The specific objective of this contract was to provide technical monitoring, and dispute resolution services in support, of the contractor selected by the European Commission to complete first, accurate mass systematic first registration of immoveable property in four cadastral zones of Korça.

Preparation of detailed designs and tender dossiers for works and services related to Veterinary Border Inspection Posts
The project envisages the upgrading/new construction of three VBIP in Istanbul, Turkey, namely the airport and two seaports. The actual building works of the one or more VBIPs to be constructed among the above is determined by the budget available for the project (EURO 1.8 million), and the costs involved in each VBIP.

Foreign Investment Advisor for the Ministry of International Economic Relations (MIER)
The overall objective of the project was to develop policies and strategies aimed at creating an enabling environment for foreign direct investments in Serbia. In particular, the team worked on strengthening policy, legal, and institutional framework for investment and improving investment promotion capabilities in Serbia. Work on aspects regarding regimes for trade, taxes, custom, labour, property rights, competition, company registration, administration and corporate governance was also be conducted.

Information Management Support in Project Implementation Planning
The FFSS (2002) had three pillars:
Landell Mills conducted a 5 day workshop on project implementation; reviewed existing implementation planning skills and practice; trained staff in the use of computer based project software [MS Project]; gave training to progressively assist trainees in small groups to develop implementation plans; supervised and guided the different small groups in the development of individual implementation plans; and monitored the utilisation of the new skills acquired by the administration officials within their normal working environments.

The EC Water Management Programme, executed under the Ministry of Irrigation, Water Resources and Environment, focuses in the Kunduz River Basin. Its main objective is to enhance food security among rural communities by ensuring sustainable water supply, functioning and appropriate management of destroyed or damaged irrigation systems. It will contribute to the implementation of the river basin management policy recently promoted by the MIWRE. The programme focuses on the following main aspects:
Landell Mills was contracted to identify a short-list of irrigation schemes to be rehabilitated under the Programme in the provinces of Kunduz, Baghlan and Takhar. Information was collected for each scheme on the command area, expected cost of rehabilitation, rehabilitation needs and investment priority. Recommendations have been given on the scope of activities for the programme, with specific reference to the need to respect existing social infrastructures and norms. A GIS/satellite mapping exercise was also undertaken to prepare a set of base maps covering these schemes.

Evaluation of the water harvesting schemes component of the EC funded programmes IFSP 1998 and IFSP 2000 in Tigray Regional State
The objective of the assignment was to assess/evaluate the extent to which water harvesting schemes as planned and executed by the Tigray Regional Government are cost effective and are an economic and socially sustainable approach to food insecurity.
