Evaluation of grant schemes for SME development financed by EU programme SR 9906.02. Stand alone evaluations of thirty-seven projects implemented within the grant schemes and a summary of the findings of each of the three schemes. A series of recommendations as to how future grant schemes could be enhanced, both in terms of their effectiveness and the efficiency of their administration.
Three grant schemes administered by the National Age4ncy for Development of Small and Medium-sized Enterprises (NADSME) were evaluated:

Regional Technical Assistance for Support Services Sector in the Windward Islands
Landell Mills with Deloitte and Touche (now EMG) has been conducting Regional Technical Assistance for Support Services Sector in the Windward Islands.
The purpose of the project is to improve the competitiveness of the banana sector and to support diversification where such improvement is not sustainable through the successful development and implementation of programmes and projects designed under the Special Framework of Assistance (SFA)

Overall responsibility for implementation of this TA to (i) develop policies and supporting strategies and projects, (ii) Improve natural resources management, (iii) foster sustainable development, and (iv) prevent desertification in Gansu Province.
This technical assistance project was implemented in two phases: Phase 1 covered surveys of conditions in the Shule, Hei and Shiyang river basins in the Hexi Corridor of Gansu Province. One of these rivers would be selected as a priority area to have more detailed studies carried out. Phase 2 developed recommendations to improve policies, strategies, institutional reform and appropriate legislative support.
Landell Mills and DAI were contracted to review available data on physical and social conditions in the project area. The team reviewed the provinces policies for land, water and overall environmental management and poverty reduction strategy. Reconnaissance surveys were be carried out to include inspections of representative areas of the desert fringe, oasis, rangeland and watershed forestry systems. The surveys culminated in the preparation of a report describing the broad findings from the literature review, field inspections and GIS analyses. This also provided an overview of the methodology to be used for economic evaluation of possible environmental improvement initiatives and improvements in irrigation, education and infrastructure.

The project falls under the World Bank’s Assistance Program for Enterprise in China, which focuses on the reform of the State Owned Enterprises (SOE’s) and the development of a competitive private sector. This is consistent with the Government’s Program to transfer small enterprises to the non-state sector under the Ninth Five-Year plan. The project aims to develop and pilot different methodologies for enterprise reform in the cities of Wuhan, Wuhu, Changsha and Shenyang and focus on the provision of technical assistance for the development of Small and Medium Enterprises (SMEs) through the design of policy measures. The primary objective of the project is the formulation of a strategy to support the development of SME development in Shenyang. This project will address:

Review of Practice in Providing "Matching Grants" associated with Incentives for Regional Investment
The objective of this World Bank Trust funded project was to compile and assess recent experience in the use of matching grants when accompanied with other incentives to direct new investment towards rural or less-favoured areas.
The study identified and examined the uses of matching grants associated with other financial incentives for rural investment in both industrialised and developing country settings, including OECD countries, Eastern Europe and recipients of international assistance such as through multilateral and bilaterally financed projects. The study had a number of components:

Establishment of a Policy Advisory Unit for Agriculture Recovery and Development
The overall objective of the project was to enhance agricultural productions and trade through the use of policy instruments, with the aim at improving farmers’ income, creation of employment, rationalise the state role in regulating the sector, including the up- and down-stream industry, as well as supporting the country in its effort to introduce a market-oriented economy.

Mid term review of the Namibia Trade and Investment Development Programme
The stated overall objective of the TIDP was to facilitate the development and diversification of the productive sector in Namibia, with particular emphasis on fostering the potential of the Small and Medium Enterprise (SME) sector. The programme assisted the Namibian economy to become more outward looking and diversified. It increaseed competitiveness in national, regional and world markets (manufactured products in particular) and improved the export orientation of the economy, particularly for non-traditional products.
