The Commission has prepared 3 projects in Ecuador during the years 1996 and 1997 that have not been able to be started until now due to the lack of agreement of the beneficiaries regarding the funds.

The purpose of the project was to improve access for the rural population to relevant educational, training and advisory support services in agriculture and the small-scale agribusiness sector across various regions of Moldova. Delivered results of the project included the following:

Policy reform and Programme Management
Landell Mills provided three long-term staff and 20 months of short-term consultancy to assist the Government of Swaziland in a programme of institutional strengthening, policy reform and programme management. Particular support was provided to the Cabinet Office (specifically the Public Policy Coordinating Unit), the Ministry of Economic Planning (one long-term advisor to the NAO’s office) and the Ministry of Agriculture and Cooperatives. Additional support was given to the Swaziland Komati Project Enterprise (SKPE), which is a parastatal charged with improving the management of Swaziland’s water resources for improved agricultural production
Particular emphasis was placed on building capacity within each government institution through thorough on-the-job training backed up by extensive programmes of out-sourced management training (through 6 monthly work programmes).
Short-term consultancy inputs were also provided to support the EDF 9 planning process, the development of a macro-economic planning model, the design of a civil service performance management system, and the design of an educational support programme.

Support to National Co-ordinating Units - NIS and Mongolia
The immediate objective of the project was to improve and strengthen the planning and co-ordination capacities of partner governments (Russia, Ukraine, Belarus, Moldova, Georgia, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan, Tajikistan and Mongolia) in relation to EU support and related external assistance programmes. Project counterparts (NCUs) were those public administrations responsible for EU and other external aid planning and management (Government Ministries, Cabinet of Ministers, President’s Administrations).

The role of the Working Group was to encourage further trade liberalisation and facilitation among the countries of South Eastern Europe as part of the Stabilisation and Association process. This was accomplished through organising a series of regular meetings of senior trade policy officials from the countries of the region, multilateral and bilateral trade – related organisations (e.g. WTO, EC’s DG Trade, UK Department of Trade and Industry, US Department of Commerce), the implementation of studies on issues such as free trade agreements and non-tariff barriers following the preparation and agreement of a Memorandum of Understanding on Trade Liberalisation and Facilitation signed by the Ministers responsible for trade of each of the eight countries.
The priority objectives of this assignment were to facilitate the efforts of the Stability Pact’s Working Group to liberalise trade intra-regionally, deepen global integration and harmonise trade-related legislation and procedures and promote knowledge of the network of bilateral free trade agreements to business communities, both in the region and internationally, in order to stimulate foreign trade and investment.
A very important highlight of the project was the signature of a new Central European Free Trade Agreement (CEFTA) by Prime Ministers of South Eastern European countries and territories in Bucharest on 19 December, 2006. This marks the conclusion of ambitious negotiations launched on 6 April, 2006. The new CEFTA consolidates 32 bilateral free trade agreements in the Southern European Region into a single Regional Trade Agreement.

Assistance to the Rehabilitation of the Lebanese Administration (ARLA) - Monitoring and Evaluation
The overall objective is for the success of the ARLA project.
This contracts purpose was to monitor and assess the implementation progress of Project Management Consultancy (PMC) and the Management Support Consultancies (MSC) contracts and through them, the effectiveness of the whole ARLA project in Lebanon. This will ensure a systematic, high-quality flow of management information enabling assessment of:
- whether ARLA project is reaching its objectives
- the extent to which the PMC and MSCs Contracts have achieved, or are able to achieve, their objectives
- the quality of managerial control of ARLA through contract supervision related decisions
Outputs include:
- Upgraded public sector services (eg degree of introduction of information technologies)
- ARLA status among the donor community in Lebanon

Lower Danube Lakes: Sustainable Restoration and Protection of Habitats and Ecosystems (Project No. WW/SCR–E1/No1 (CBC 1998))
Prepared an environmental management programme and practical recommendations for the sustainable restoration and protection of habitats and ecosystems in the Lower Danube Lakes region.
The main output was a viable integrated ecological rehabilitation system, technically equipped and with a fully trained capable local team in control. Additionally the results included:

The objective of the study was to prepare a Strategic Development Plan (SDP) for the Dolphin Group who engages about 30,000 people either directly or indirectly. The Group companies produce tyres for Off-The-Road (OTR) tyres, trucks, agricultural/industrial use, carbon black, and other plastic products. The Group needs to be restructured to match future demands and requirements. Like many former SOEs, the Group are facing severe liquidity problems, the level of debtors is alarming as are the loan interest payments to the Banks; these in turn inhibit new capital investment. The SDP will promote rationalisation and re-engineering over 3,5, and 10 year horizons

Syrian European Business Centre, Phase II (SEBC II) – Programme Management Unit
The Syrian European Business Centre, through its Damascus and Aleppo offices, improves the competitiveness of the business sector and its business support institutions, against a backdrop of Syria’s progressive transition towards a market economy.
Through its Programme Management Unit, the SEBC provides Syrian companies with specialised consultancy, training, and export information services on a cost-sharing basis. These services, available strictly on a demand-driven basis, are provided either directly by the PMU and/or the local staff (approximately 30 professionals) or through the services of short-term international consultants recruited according to EU-MEDA procedures.
Through its Institutional and Policy Support components, SEBC contributes to the building of a market oriented business environment in Syria by conducting policy analysis, capacity building initiatives, sector surveys, and by offering relevant and timely recommendations.
