Protection of the unique biological resources of the West Tien Shan region, which extends across Kazakhstan, the Kyrgyz Republic and Uzbekistan.
The approach encompasses the use of Environmentally Sustainable Enterprises to promote the benefits of preserving the natural resources of the project area and linking environmental protection with financial and economic benefit.
The project has undertaken the analysis of capacity of a sensitive natural environment which depends principally on the levels of dispersion of tourists, rather than the total number of visitors overall. The project is working to define social, economic and conservation goals of tourism, sustainable tourism implies that this should be developed on and responsible and sustainable basis. Based upon the project approach, the various elements are brought together as a strategy/planning document, which defines the broad framework for tourism development in the region.

This project was to review the projects undertaken by the Animal Health Research Programme (AHP) and Livestock Production Research Programme (LPP) and to identify 3-5 themes or up to 10 projects in no more than 3 geographic regions which have resulted in measurable benefits. The objective of the consultancy was to identify, describe and quantify the benefits achieved which were directly attributable to the research carried out under each theme/project and assess the value for money achieved. The review focused on economic benefits achieved and highlighted positive issues relevant to poverty, equity, the environment and institutional effects on partner organisation and others. In collaboration with Agrer, Landell Mills is assisting to increase the returns to water use within the agricultural sector in Uzbekistan. Key aspects of the project are to establish a demonstration unit and water users association (WUA), to train irrigators and farm managers, to advise the Ministry of Agriculture and Water Resources and to disseminate practices to other farms in the region. The Irrigation Demonstration Unit (IDU) main role will be to display an integrated approach to irrigated farming covering all aspects of water and farm management. In doing so the project has established a Water Users Association (WUA). The IDU will be developed as a practical training facility conducive to teaching and learning where the information generated is of practical benefit to the farming community. In order to promote the institutional sustainability of the project activities, the consortium intends to develop specific working groups for integrating the lessons learnt on the establishment of the IDU with the local institutions.

LML implemented this Regional PPTA which focused on the Tonle Sap Lake in Cambodia and the Siphandone Wetlands on the Lao/Cambodian boarder. The TA objectives were to promote integrated resource management in these environmentally sensitive areas, addressing environmental concerns, and specifically to prepare detailed proposals for investment projects to develop and support community-based integrated management systems for the forestry, fisheries and agricultural resources of the inundation zone of Tonle Sap and Siphandone. The project submitted feasibility studies for a $25 million loan for the Tonle Sap Lake (a biosphere reserve) and a $5m loan for Lao, for implementation in 2002. A series of studies were undertaken (a) to assist in project identification, and (b) to provide data to assist in the wetlands’ long-term management. The topics of these surveys included: regeneration of flooded forest, fisheries concession management, port development, control of mimosa pigra, pollution and waste management, and alternative income generation. The current management of the Tonle Sap Lake is institutionally and legally complex, and the investment project, which will have a rural development focus, is likely to span several ministries. The TA reviewed and coordinated with other projects currently working in the project areas to maximise effectiveness and minimise duplication. The TA also built capacity within its implementing agency, the Ministry of Environment.

The EC assisted the Government of Vietnam in the funding and disbursement of a revolving fund of 275 billion VND (approximately $20 million) to assist Vietnamese small and medium enterprises to improve production and create employment. Priority was given to projects in aquaculture, agriculture, forestry production and processing, consumer goods, handicrafts, small-scale mechanical manufacturing and electronics. Pure trade and real estate projects were excluded. Landell Mills provided the services of a European Co-Director (to work with the Vietnamese Director) to review the project design, review the interest rate policy with a view to creating easier access for SMEs to SMEDF, design a credit guarantee mechanism, and advise on legislative changes. He also reviewed the PPMU monitoring systems and advised on appropriate MIS and databases. Training was a large component of his responsibilities.

TDI Group was contracted by Ecuador’s new private sector export promotion organisation, (Corporacion de Promocion de las Exportaciones e Inversiones - CORPEI), to manage, promote and administer the Learning and Innovation Fund - a World Bank financed export oriented matching grant fund programme aimed at SME’s in the manufacturing, horticulture and mariculture sectors. The ELIF also supports the alleviation of poverty through a program of cost-sharing support to NGOs that provide commercial development and training services to rural and urban SME and micro-enterprises.

The Ministry of Agriculture and Rural Development contracted Landell Mills Ltd (in association with SKM) to provide technical assistance to the CPMU (Central Project Management Unit) for this project, which assisted in the preparation and implementation of small-scale infrastructure projects throughout 23 provinces.
The consortium provided institutional support and capacity building to the National Project Director and his team, working at national, provincial and district level, particularly in the establishment of project management, monitoring and reporting systems, as well as in the design, tendering and supervision of construction works. The objective was to assist the provincial authorities to design, prepare and implement small-scale rural infrastructure projects to ADB standards. LML provided international environmental and social inputs (as well as all the local inputs) to the project including a sociologist, environment adviser, and Benefit Monitoring and Evaluation specialist. SKM provided the Construction Quality adviser (long-term), Roads Supervisor (long-term), Water Resources adviser, and Financial/Database specialist for the project.
Project progress was extremely successful with over 100 sub-projects completed with a total budget of over $100m. These included irrigation, road and water supply projects.
The project followed the decentralisation policy of the government, with provincial and district staff trained in identifying sub-projects in co-operation with local communities, and carrying out feasibility studies, before being approved by the CPMU and ADB.
