PRASAC-PASEC-PAI-BCT MISSION

A senior member of LML staff led this mission to assess the effectiveness of the second EC program to assist the Cambodian government restructure its primary education system and agriculture. The programme, the European Programme for the Rehabilitation of Cambodia (PERC 94) commenced in 1994. The principle sectors targeted were:

Sustainable Management of the Phu Khieo Wildlife Sanctuary

Landell Mills Ltd were contracted by the EC to supply the services of a Social Forester/Team Leader to prepare a project proposal for the Sustainable Management of the Phu Khieo Wildlife Sanctuary. The team prepared the project proposal for a 7-year project whose objective will be to contribute to the sustainable management by community participation through three components.

Firstly, the proposal promoted the sustainable management of the wild life sanctuary through the preparation and implementation of an integrated management plan.

Secondly, the project would restore the buffer zone through reforestation and design and implementation of income generating micro-projects, thus reducing pressure on natural resources within the wildlife sanctuary.

Thirdly, the project would involve the development and promotion of environmental awareness programmes for local communities.

The proposal contained details of the project strategy as well as the project components including a detailed schedule for technical assistance, an indicative budget and recommendations for implementation arrangements.

Technical Co-operation Mission

LML provided a Labour Force Specialist to lead a team comprising an Informal Sector Specialist and an External Trade Specialist, to provide assistance to the State Statistic Bureau (SSB) in the conduct and development of the Chinese Labour Force Survey (LFS) with the wider objective that information collected using internationally standard concepts, definitions and practices would be utilised in the formulation of future economic and employment policies in China

Hunger Eradication and Poverty Reduction Programme, Ben Tre Province

The objectives of the project are to strengthen the capacity for poverty alleviation in Ben Tre province and the two pilot districts of Binh Dai and Cho Lach, and to provide a self help sustainable route out of poverty for approximately 8,200 poor rural households through the support for household and small-scale rural enterprise development and increasing their access to savings and credit facilities. The project would also improve the capacity to plan and implement infrastructure projects which benefit the poor and make use of labour intensive techniques. The SME specialist was responsible for:

undertaking a survey of small businesses and enterprises in the pilot district and communesevaluating the potential for the implementation and ultimate success of perceived requirements in terms of sustainabilitymet with local business people to identify the problems experienced in growth and expansionascertained the feasibility of establishing a Ben Tre Chamber of Commerceevaluate the constraints for lending to private entrepreneurs and new business by loan institutionsassessed training needs and recommended training institutionsformulated project proposals for assistance to existing and potential businesses either by direct intervention by UNDP or through existing lending institutions

Euro – Maroc Enterprise

Landell Mills, as part of a consortium led by RDH (France), managed a project designed to improve competitiveness of local companies in light of the ‘Accord de libre échange’ with the European Union through company analysis and financial assistance for the purchase of consultancy services.

The project highlighted the activities of promotion and communication in order to improve the competitiveness of the companies. The EME project allowed a reorganisation of the administrative and account system. It took into consideration all the needs of the companies and elaborated a more efficient and flexible strategy in order to make the local companies more competitive on the market.

The assistance provided included:

Strategic diagnostic analysis, including the position of the business in relation to national and international competition. The resulting recommendations and strategic measures were taken in an action plan or business plan. Specific upgrades to assist businesses to undertake the recommendations of the strategic diagnostic analysis. One of the objectives of EME was to improve labour market skills and create employment opportunities and included the following components:Identification of the potentialities of linkages between Moroccan and European companies Finalisation of support projects to sectoral professional associations Realisation and preparation of cycles of training-action on technical subjects Targeting of the communication actions EME has supported over 400 Moroccan enterprises in various sectors including textile/clothing, mechanics and electric, chemistry, construction and industrial services.

Rehabilitation of Windward Islands Banana Industry project

This project faced a Windward Island banana industry that was smallholder based, with fragmented land holdings. Moreover, collection & transport was expensive, & quality had dropped below that of a number of competitors. European countries had traditionally limited imports of more cost-effective producers from Latin America, but this strategy was being threatened by WTO regulations on quotas & tariff barriers. The project aimed to increase the productivity of growers, particularly by irrigation where appropriate, increase volumes & therefore per-unit shipping costs, & raise the profile of Windward Islands bananas by looking at niche marketing strategies. It is also advised on the restructuring of the industry, reducing costs & making it more market oriented. Key elements were:

management & financial consultancy; fresh produce marketing irrigation development; quality control; agronomy & land management; international trade policy advice.

Project Moldova

Support to the Agricultural Restructuring Agency (ARA)

The newly-formed ARA is supported by the World Bank and EU-Tacis and has as its primary function the provision of support to newly privatised farms. The project targeted in particular the agricultural debt problem where it worked on issues of asset valuation, debt rescheduling and resolution and administration and liquidation procedures. It also worked with ARA to devise a strategy for the delivery of agricultural inputs through village level farmer groups which might subsequently evolve into cooperative businesses. As well as technical and financial advice, SwedFarm and LML provided consultancy inputs to develop an appropriate legal framework for agricultural restructuring

Veterinary Diagnosis and Control Programme

In a programme covering 13 countries, Landell Mills Ltd, in association with lead partner ALC of the Netherlands, provided technical assistance and training services with the general objective of improving diagnosis and control of epidemic diseases of livestock and assisting local Ministries in their plans to conform with EU legislation and practice. The anticipated output was for veterinary services to be more effective in maintaining national livestock populations free of epidemic disease.

Grain Quality Standards Implementation Project

The project’s overall objective is to improve the production of cereals of the qualities required by domestic and international markets and strengthening the international competitiveness of the industry and preparing it for entry to the European Union. Specific objectives are to:Establish a system of grain quality standards which reflects end user requirements, is widely accepted by the industry and encourages the production of high quality cereals and the development of price premia and discounts reflecting quality differentials. Provide advice and support to the Grain and Feed Association (GFA) in the collection and dissemination of market and technical information to encourage the production of higher quality grain and to enhance the capacity of growers to respond to end user requirements and market signals. Also to provide ad hoc advice and support on other matters as requested by the Association. Increase producer and trade awareness of quality issues and end user requirements and to improve market transparency, the functioning of the market and its responsiveness to quality requirements by improving information flows in the market and developing institutional structures in the grain market that are supportive of these objectives.
