Landell Mills, in association with Agrar Consulting of Germany provided specialists in cooperative group development, marketing and training to work with small farmer groups in the densely populated Ferghana Valley in order to strengthen their management capability. Technical specialists in irrigation management, horticulture and livestock completed the team. The project was seen as critical to the cautious reform programme in Uzbekistan as it provided a model for post-privatisation small-farm development. The project developed the pilot work carried out under EU-Tacis finance in 1994-97 to two new oblasts in the valley.
Newly privatised farms in Russia lack access to working and investment capital and in many cases need radical restructuring. The project aimed to address these issues by assisting commercial banks to enter the agricultural sector, evaluate credit applications and monitor their loan portfolio.
The Landell Mills team advised farms on financial and business restructuring so as to achieve profitability on the modification of those oblast policies which distorted economic signals and on the development of agricultural markets which would enable farms to find outlets for their produce.
A three person residential team was put in place, supported by short terms specialists, local and expatriate, over a 30-month period. The credit, policy and marketing initiatives which proved most successful were extended to other oblasts prior to the completion of the pilot project.
