The overall objectives of then project were to develop private farming and a functioning land market in conjunction with strengthening the EU integration process.

Following the decision to create an AEETC taken by the ASEM Heads of State meeting, the EC recruited LML (via a framework contract) to supply an Environmental Specialist to assist with planning the establishment of the Asia-Europe Environmental Technology Centre (AEETC) in Bangkok. The recommendations were submitted to the Asia-Europe Ministerial Meeting for approval. The consultant’s brief was to plan AEETC’s role over the forthcoming 10 years so that it should become the Region’s leading environmental institution. The consultant:
