Programme Support Unit for the Ministry of Economic Affairs [ES/PSU/001]

The priority areas include:

development of a sustainable coordination capacity for internationally-assisted projects; development of IT system to support project monitoring; development of human resources development strategy for MoEA; development of economic sector analysis methodologies (sectoral/project level), to ensure conformity with medium/long term national macroeconomic planning. The continuing move towards EU integration underpins the component directions.The project calls for the establishment of a service unit (PSU) to the Ministry where the Consultant is requested to assist the organisation of Estonian and EU resources to meet Departmental and other needs. The nature of the relationship is one where the MoEA acts in its spheres of competence, as a “service requester”, while the Consultant, in its professional capacity, acts as a “service provider”. Service needs analysis is conducted in a spirit of mutual respect.

The principal outputs of the project are:

a manual of coordination procedures; information system on past and present projects; information system on TA sources (with emphasis on EU); human resources development strategy; personnel trained to carry out sustainable development programmes; cost effective utilisation of Ministry resources; and sector economic analyses available

Institutional Reform and Management Study

Under the auspices of Agricultural Rehabilitation Project I (World Bank) Agrisystems and Landell Mills were contracted to conduct a management training and institutional study of the newly formed (1995) Ministry of Agriculture and Rural Development (MARD). MARD is an amalgamation of the former Ministries of Agriculture, Forestry and Water Resources. The study focused on providing support to the rationalisation of the organisational structure and to the immediate identification and implementation of management training at the central, provincial and district level. This involved the design and implementation of training programmes in Hanoi and Ho Chi Minh City.

Reconstruction Assistance Project

Landell Mills provided financial management services to the Project Coordination Unit in Banja Luka to support implementation of the World Bank reconstruction assistance project. The principal components were:

Tacis Training Mission

This mission was to the four Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan to identify and prepare projects in the agriculture and food distribution sector for financing by the EC in 1997. A sector review was drawn up for each country, within which a small number of projects were identified. A second stage of the assignment involved the preparation of terms of reference for inclusion in tender dossiers.

Landell Mills undertook a study on behalf of the Ghana Export Promotion Council to provide the Government:

With views on how to accelerate non-traditional exports through a critical review of the existing institutional and financial framework for an increased private sector capacity-building in the sub-sector;Addressing issues affecting the marketing and credit accessibility, as well as factors inhibiting production for exports;Identifying the sub-sector with most potential, in terms of revenue and employment creation and the target groups for expansion of capacity for export;Making the appropriate recommendations to be incorporated in the present strategy, and formulate an action plan

World Trade Organisation ASEAN Accession Mission

The mission had 3 objectives:

Identification of possible areas of technical assistance to Vietnam within the framework of the Multilateral Trade System. Identification of possible areas of technical assistance and policy advice to the Ministry of Agriculture. Conception and development of a permanent tool enabling Vietnam to compare and analyse trade and FDI policies and practices in all ASEAN countries, as well as other countries in Asia at a similar level of development.

Cotton Sub-Sector Improvement Project

Landell Mills was responsible for advising on the restructuring and management of on-farm irrigation systems with a view to improving water management and increased cotton yield. Particular emphasis was placed on water flow measurements and field management systems. The consultant, and irrigation agronomist worked with the Department of Irrigation within the Ministry of Agriculture and Water Resources.

Fisheries Infrastructure and Improvement Project

The Ministry of Fisheries (MOF) have contracted Landell Mills Ltd to provide technical assistance to the CPMU for this project, which is developing the fishing industry through the rehabilitation and construction of nine major fishing ports, and through capacity building within the Ministry. The purpose of the consultant services is twofold:

The primary role which is project specific is to assist the MOF and VBA in overall management and administration of the Project involving the rehabilitation/construction of nine fishing ports, including preparation of work plans, procurement of goods and services, construction supervision, credit execution, monitoring and reporting ADB loan administration and cost recovering plans, advice on resettlement issues. A secondary role is to strengthen, institutionally, the MOF’s capabilities in port management and environment/resource management through assisting the Project Director to coordinate and schedule the ADB Advisory Technical Assistance for Capacity Building of MOF

Capability Building Assistance to the National Alliance of Dairy Coop

Capability Building Assistance to the National Alliance of Dairy Cooperative (NADC)

Landell Mills conducted a review of NADC operations and prepared detailed recommendations for future strategy. As part of the Know How Fund programme in Poland, the firm provided two dairy trade federation specialists to review representation structures within the Polish dairy industry. The scope of the work included:

review of the current situation in the Polish dairy sector assessment of the current role of the NADC as a representative body for the cooperative sector assessment of the potential for developing NADC as a representative body for the entire dairy industry (establishment of a new independent body was recommended) review of training available within the dairy sector and the role of the NADC in providing training servicesreview of market information function of the NADCpreparation of a forward overall strategy for the development of the NADCreview of Polish dairy sector representation within the EU in the run up to accession

Xinjiang Rural Development Project

This was a large rural development project funded by the EU and focussing in income generation through agricultural development, mainly arable crops. LML reviewed the implementation and achievements for a clearer focus on project objectives. The project focussed on irrigated crop development in the province covering crops such as winter wheat, maize, cotton, and sugar.
