Under the auspices of Agricultural Rehabilitation Project I (World Bank) Agrisystems and Landell Mills were contracted to conduct a management training and institutional study of the newly formed (1995) Ministry of Agriculture and Rural Development (MARD). MARD is an amalgamation of the former Ministries of Agriculture, Forestry and Water Resources. The study focused on providing support to the rationalisation of the organisational structure and to the immediate identification and implementation of management training at the central, provincial and district level. This involved the design and implementation of training programmes in Hanoi and Ho Chi Minh City.
Landell Mills provided financial management services to the Project Coordination Unit in Banja Luka to support implementation of the World Bank reconstruction assistance project. The principal components were:

This mission was to the four Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan to identify and prepare projects in the agriculture and food distribution sector for financing by the EC in 1997. A sector review was drawn up for each country, within which a small number of projects were identified. A second stage of the assignment involved the preparation of terms of reference for inclusion in tender dossiers.

The mission had 3 objectives:
Landell Mills was responsible for advising on the restructuring and management of on-farm irrigation systems with a view to improving water management and increased cotton yield. Particular emphasis was placed on water flow measurements and field management systems. The consultant, and irrigation agronomist worked with the Department of Irrigation within the Ministry of Agriculture and Water Resources.

The Ministry of Fisheries (MOF) have contracted Landell Mills Ltd to provide technical assistance to the CPMU for this project, which is developing the fishing industry through the rehabilitation and construction of nine major fishing ports, and through capacity building within the Ministry. As part of the Know How Fund programme in Poland, the firm provided two dairy trade federation specialists to review representation structures within the Polish dairy industry. This was a large rural development project funded by the EU and focussing in income generation through agricultural development, mainly arable crops. LML reviewed the implementation and achievements for a clearer focus on project objectives. The project focussed on irrigated crop development in the province covering crops such as winter wheat, maize, cotton, and sugar.
