Following the decision to create an AEETC taken by the ASEM Heads of State meeting, the EC recruited LML (via a framework contract) to supply an Environmental Specialist to assist with planning the establishment of the Asia-Europe Environmental Technology Centre (AEETC) in Bangkok. The recommendations were submitted to the Asia-Europe Ministerial Meeting for approval. The consultant’s brief was to plan AEETC’s role over the forthcoming 10 years so that it should become the Region’s leading environmental institution. The consultant:

Landell Mills was responsible for providing the services of a Project Economist to assist in implementing methodologies and seminars to train staff in project selection/screening criteria, project identification and project preparation.

The mission was to reassess the scale, content, and relevance of the project components. The mission time spent in Phongsaly as well as Vientiane examined the project outline. The reports outlines and technical and financial detail for incorporation into technical and administrative projects.

Landell Mills led a consortium of international companies in the provision of advisory services to the Ministry of Agriculture in Vilnius. The principal objectives were to restructure the agricultural sector towards a marketed oriented economy and to establish an independent national capacity for programming, implementing and coordinating foreign assistance to the Ministry of Agriculture. In practical terms this involves the following:

The ADB made a number of loans conditional upon economic reform within the agricultural sector. This consortium, comprising Landell Mills and Danagro, were responsible for advising and monitoring the reform process which centres in land reform, farm privatisation, input supplies, produce marketing and institutional restructuring. As a result of the work, loans were disbursed to the sector and major investment opportunities identified.

Landell Mills were contracted to undertake a review of the artisanal fisheries sector for a private client. This included the preparation of a SWOT analysis and an options/strategy for investment. A business plan was also prepared for investment opportunity based on fish collection and export marketing.
