Asia – Europe Environmental Technology Service

Following the decision to create an AEETC taken by the ASEM Heads of State meeting, the EC recruited LML (via a framework contract) to supply an Environmental Specialist to assist with planning the establishment of the Asia-Europe Environmental Technology Centre (AEETC) in Bangkok. The recommendations were submitted to the Asia-Europe Ministerial Meeting for approval. The consultant’s brief was to plan AEETC’s role over the forthcoming 10 years so that it should become the Region’s leading environmental institution. The consultant:

assessed the relative importance of AEETC’s proposed role (problem-specific studies and research and development; a technology assessment and technology transfer centre; technical training; increasing public awareness; establishing a regional information centre; promotion of trade in environmental technology; promotion of the private sector in solving environmental problems reviewed the roles of existing environmental institutions within Asia canvassed the views and opinions of key Asian and EC countries on the need for, and role of, AEETC suggested appropriate linkages between national institutions and AEETC

Agricultural Technology Schools

Landell Mills provided the services of a Plant Production Training Programme Specialist to assist the Indonesian Government design and implement training curricula in order to build capacity in the Plant Protection Sector. Responsibilities included:Assist in reviewing the SMTP’s curriculum on the subject of plant production, establishing a minimum core curriculum standards. At the same time allow greater adaptation of the curriculum to regional and local agricultural needs (among others based on vocational analyses in the regions of ‘model’ SMTPs) Assist in close cooperation with the agribusiness specialist in the identification of the role of production units in the subject of plant production based on the concept that the units should provide educational experiences, in particular practical skills for both teachers and students. Assist in developing in particular in-service and pre-service training for agricultural teachers and production unit manager at SMTPs and at VEDCA that will lead to SMTPs’ agricultural teachers and production unit managers. Assist VEDCA in assessing and identifying training needs of the SMTPs’ teachers in the subject of plant production. Pay special attention to the objectives aimed at integrating women’s special needs into the agricultural - rural - and agribusiness sectors as well as at sound and sustainable agriculture production.

Project Implementation Unit, Agriculture inclusive Human Resource Development Project

Landell Mills led a consortium of international companies in the provision of advisory services to the Ministry of Agriculture in Vilnius. The principal objectives were to restructure the agricultural sector towards a marketed oriented economy and to establish an independent national capacity for programming, implementing and coordinating foreign assistance to the Ministry of Agriculture. In practical terms this involves the following:

TA support of the PIU in order to improve programme and project planning and implementation;Trade promotion activities including establishment of Agricultural Trade Agency, Agricultural Policy Unit and Market Information System; Establishment and operation of Agricultural Business Schools and delivery of ABS services to rural communities; Establishment of National Laboratory; design and implementation of a Quality Management System; Definition and establishment of an Agricultural Investment Fund, negotiation and agreement on a Rural Credit Package, and delivery of Loan Advisory Service through appropriate rural extension medium; The design and implementation of a significant training programme to support these activities

Strengthening the Implementation of the Agricultural Sector Reforms (TA:2356)

The ADB made a number of loans conditional upon economic reform within the agricultural sector. This consortium, comprising Landell Mills and Danagro, were responsible for advising and monitoring the reform process which centres in land reform, farm privatisation, input supplies, produce marketing and institutional restructuring. As a result of the work, loans were disbursed to the sector and major investment opportunities identified.

Study into the Investment Opportunities in the Eritrean Artisanal Fishery

Landell Mills were contracted to undertake a review of the artisanal fisheries sector for a private client. This included the preparation of a SWOT analysis and an options/strategy for investment. A business plan was also prepared for investment opportunity based on fish collection and export marketing.
