Study of the Milk and Fresh Produce sectors and Privatisation of Sovkhozes and the Wholesale and Retail Trade in Kolpino and Associated Districts in St. Petersburg

Landell Mills Ltd in association with Carlo Lotti of Italy and NESACO of Netherlands implemented a major study, investigating the problems of food production and distribution in the Kolpino area near St Petersburg. In common with similar initiatives in the CIS, the study's main aims were:

to reduce post harvest losses of perishable food stuffs to establish an effective food production, processing and distribution systemto promote private investment in the entire food distribution chain from farmer to retail food store

Pre-Feasibility Study for Fruit & Vegetables in the North West Province

Pre-Feasibility Study for Fruit & Vegetables in the North West Province of Sri Lanka

At the request of the Chief Minister for the NWP under sponsorship from the Commonwealth Secretariat, consultancy services were provided to consider the opportunities for fruit and vegetable processing in the NWP. The technical services provided considered the raw material production base, processing facilities and constraints, Government support for agro-industrial development and market reviews.

A report was subsequently submitted to the Commonwealth Secretariat which recommended steps to proceed to the full feasibility consideration of one or more investment opportunities resulting in the preparation of suitable business plans.

Czorsztyn Dam Environmental Assessment and Mitigation Project

Landell Mills and STOLICA Konsulting (Warsaw) in association with ACER Engineering (UK) and Nature Conservation Bureau (UK) was responsible for a seven-month study on the catchment area of the nearly completed Czorsztyn Dam in southern Poland. One of the principal tasks was to advise on improving the water quality entering the future reservoir and concrete recommendations were made to upgrade water treatment facilities. hand-in-hand with measures to improve water quality were components in institutions and management (regional authorities and financing), review of agricultural practices, development of tourism, and conservation of nature, landscape and cultural and historical heritage in the region.

Food Production and Distribution Mission

In the context of assisting the development and transformation process in the CIS, the EC mobilised a large number of missions to selected Republics. This mission was responsible for reviewing the Food Production and Distribution Sector in Azerbaijan and defining a technical assistance programme.

The mission identified the necessity to address both institutional and technical issues at the sectoral, subsectoral and enterprise levels. The mission proposed a programme of three projects:

Institutional Support to the Ministry of Agriculture and Food, Baku. Assistance to Family Farms in a selected region/district in Azerbaijan. Privatisation of the Food Distribution.

In association with TMS International of Dublin, Landell Mills Ltd assisted the Executive Committee of the Vologda Region with the implementation of a food distribution sector support programme aimed at promoting the transition to a market economy. In common with the many EC initiatives throughout the CIS, the main objective was to :

Landell Mills Ltd assisted the main contractor, Groupe Ouroumoff International of Paris in providing technical assistance services to the Ukrainian Ministry of Agriculture and Food and the Institute of National Economy. The programme's principal aims were to:

FPID Restructuring Management Consultancy

Following the rapid and successful growth of the government owned tuna freezing and canning industry in the Maldives, LML were engaged to carry our a management consultancy for the Fisheries Project Implementation Department – FPID (the government owned vehicle of commercial fisheries development) – with a turnover of $35m per annum and a net profit of 10% of turnover aspires to meet the challenges of the coming decade through consolidation of the canning operations and expansion of the freezing operations.

Technical Assistance to the Romanian Development Agency

The Government of Romania has given to the Romanian Development Agency the responsibility of being the working counterpart of the Commission of the European Communities and other bilateral or multilateral donors. The RDA is therefore responsible for the coordination of G-24 assistance - the agency is also responsible for promotion of foreign investment in Romania. Landell Mills Ltd, in association with the Trade and Development Institute of Dublin is providing advisory assistance in aid coordination, sector planning and management training. The three-man team assists foreign assistance in the financial sector, privatisation/restructuring, agriculture, energy/environment, employment/social protection and many institutional and economic mechanisms.

Project Malawi

Macadamia Nut Production and Marketing Study

Landell Mills was retained to carry out a major review of the macadamia nut industry in Malawi. The work involved an examination of the structure and throughput of the international Macadamia market and analysis of market trends and prices. Production systems within Malawi were studied and the prospects for extending the area of cultivation and introducing irrigation was assessed. The efficiency of the Namingomba processing plant was determined, and certain improved processes and practices recommended. The various stages of production, processing, packaging, and marketing were costed in order to determine the overall profitability of the industry, and a complete set of recommendations formulated. The possibility of finding industry development was later investigated.

Training Programme for State Property Agency (SPA)

The training adviser is responsible for:

design of training programmes (short/long term; in-country and abroad) in the field of management, general administration, corporate finance, accounting and asset valuation and property management; organisation of central training programme for key staff; screening and selecting training experts/institutions to perform training activities (universities, consultants etc);preparing terms of reference for provision of training services according to EC procedures (with SPA counterpart staff); coordinating with EC financial administrator, Budapest. The activities for the SPA Training Programme were outlined in conjunction with SPA authorities, the SPA PHARE Secretariat and the EC Delegation. Monthly progress reports were published over the duration of the assignment
