Technical Assistance to the Programme for Counterpart Funds

Since 1991, the Albanian Government has received from the EU supplies and commodities financed by various Phare programmes. A memorandum of understanding (EU/Government) signed in 1993 dictated the terms of utilisation and management of the Phare Counterpart Funds which were generated from the sales of the EU supplies.

The key elements of the mission were:

To identify the mechanisms by which CPF were generated in each sector To identify key Albanian beneficiary companies or authorities receiving and selling goods To describe the methodology of accounting used by Ministry of Finance and Economy in the context of Albanian legal requirementsTo provide a summary financial status of the CPFTo recommend the scope and nature of a possible independent financial audit of the CPF

Forest Inventory and Government Plantations

Marine Resource Evaluation and Planning Project

Landell Mills were responsible for the implementation of Part B Package 3 Marine and Coastal Ecological Systems and Processes (MCESP). The project involved liaison with researchers across disciplines within Marine Science and Oceanography. Technical assistance was provided to this very complex project that required an integrated and interdisciplinary approach and co-operation. The project employed two participatory approaches to assist in the alleviation of constraints to implementation and to ensure sustainability within the project

Institutional Strengthening of the North Western Provincial Council

Landell Mills provided the services of a Planning Adviser to the Government of the North Western Provincial Council to undertake a review of the present system of planning and implementation of development projects within the NWP. The role of the Planning Adviser was to propose improvement to the present institutional framework and to assist in the initial implementation of recommendations (particularly in the establishment of an MIS). The expert advised the Provincial Council on overall policy matters. Training programmes for NWPC administrators in various line departments were organised in the form of workshops.

Export Development Programme

Export Development Programme

Landell Mills was responsible for implementing this major export development programme. Focusing on the development of four product groups (textiles, coffee, horticultural products and tobacco), the programme sought to stimulate exports by providing loan finance for export related costs and technical assistance for market development and production enhancement. The programme worked with and through producer associations. The results were strong: exports from the target groups more than doubled during the life of the programme. Following a very positive evaluation, a second phase is now being implemented.

Landell Mills provided programme management services through the establishment of a PMU in Lusaka. The PMU was responsible for over all management, preparation of the annual work plans, and oversight of the credit fund. This involved the provision of one full time resident technical assistant. Landell Mills was also responsible for undertaking the numerous short-term assignments associated with this programme.

This programme is among eleven projects featured in the EC’s recent publication entitled 'Making trade work for development: putting theory into practice. Export Development Programme

Landell Mills Ltd participated in the identification of a trade development and promotion project for Slovakia. The aim of the identification was to provide the Government with an outline for the most appropriate structure for the implementation of an export development programme in Slovakia. The identification comprised the following components:

Evaluation of existing Export Development activities in Slovakia by both public and private bodies at national and regional level. Evaluation of the institutional structure for implementing Export Development. The assessment took into account existing structures and proposed appropriate institutions for the implementation at national and regional level. Preparation of programme outline included an export development strategy and operational plan and budget for the programme. The budget included sources of financing i.e. state budget, PHARE and other donors. Terms of Reference for a possible PHARE Programme to support the Slovak export development were prepared.

Export Development Study

The Ministry of Trade and Industry sought assistance with the detailed design of a trade development programme and the formulation of a financing proposal to implement it. This included: analysis of Namibia’s export potential, based on its current and likely future supply capacity and on its new market relations, especially with the EC and neighbouring countries; study of the economic environment for international trade and Government measures to develop exports; interviews with economic associations and a survey of a representative selection of individual enterprises to determine potential and needs; meetings with relevant Government institutions, banks, EC Delegation and other donors; andpreliminary determination of an integrated programme of technical and financial cooperation for discussion with the key parties. The specific programme objectives were three fold:to create an enabling environment for the promotion of Namibian exports; to broaden the production base and increase profitability for exports and export related services; and to help develop market opportunities, market diversification and product ranges through dynamic marketing activities so that a number of new private enterprises would emerge with the support of the Namibia Association of Exporters (NAMEX) to be established within the framework of the programme.

South & Central Kalimantan Production Forest Programme

This was an identification mission to negotiate a programme to sustainable forest management between the Government, Barito Pacific, and local communities. Preparation of Tender Dossier and Memorandum of Finance. The mission reviewed and evaluated the concept and philosophy of the project and, in the light of findings, further evaluated the relevance, scale, content and timing of the project components and provided objective judgement as to whether these inputs would produce the expected outputs.

Technical Assistance to the Design and Implementation of BADC Seed Wing Restructuring

This project involved the preparation of an overall action plan for restructuring the Bangladesh Agricultural Development Corporation’s (BADC) seed wing, taking its direction from the government’s seed policy. The team:

Restructured the BADC seed wing to ensure effective and efficient decision-making. This was done through advising on appropriate staff appointments, determined the volume of seed to be produced and a needs assessment of facilities, logistics and equipment needed Assisted excess staff in early retirement, established private seed businesses and trained personnelDesigned financial, personnel and administrative systemsEstablished a seed marketing system including a price policy, and sale or rental of process equipmentPrepared management and staff as well as private sector training programmes Disposal of redundant seed farmsDeveloped seed reserves and management information systems for strategic planning
