As part of the World Bank's support to Albania in institutional strengthening, Landell Mills provided the services of a regional credit adviser to work with the Rural Commercial Bank. The overall project objective was to strengthen the internal organisation within the Bank to improve efficiency in credit evaluation and credit monitoring thereby improving the loan portfolio
Since 1991, the Albanian Government has received from the EU supplies and commodities financed by various Phare programmes. A memorandum of understanding (EU/Government) signed in 1993 dictated the terms of utilisation and management of the Phare Counterpart Funds which were generated from the sales of the EU supplies.

Landell Mills provided the services of a Planning Adviser to the Government of the North Western Provincial Council to undertake a review of the present system of planning and implementation of development projects within the NWP. The role of the Planning Adviser was to propose improvement to the present institutional framework and to assist in the initial implementation of recommendations (particularly in the establishment of an MIS). The expert advised the Provincial Council on overall policy matters. Training programmes for NWPC administrators in various line departments were organised in the form of workshops.

Export Development Programme
Landell Mills was responsible for implementing this major export development programme. Focusing on the development of four product groups (textiles, coffee, horticultural products and tobacco), the programme sought to stimulate exports by providing loan finance for export related costs and technical assistance for market development and production enhancement. The programme worked with and through producer associations. The results were strong: exports from the target groups more than doubled during the life of the programme. Following a very positive evaluation, a second phase is now being implemented.
Landell Mills provided programme management services through the establishment of a PMU in Lusaka. The PMU was responsible for over all management, preparation of the annual work plans, and oversight of the credit fund. This involved the provision of one full time resident technical assistant. Landell Mills was also responsible for undertaking the numerous short-term assignments associated with this programme.

Landell Mills Ltd participated in the identification of a trade development and promotion project for Slovakia. The aim of the identification was to provide the Government with an outline for the most appropriate structure for the implementation of an export development programme in Slovakia. Technical Assistance to the Design and Implementation of BADC Seed Wing Restructuring
This project involved the preparation of an overall action plan for restructuring the Bangladesh Agricultural Development Corporation’s (BADC) seed wing, taking its direction from the government’s seed policy. The team:
