Tuna Cannery Management Training

Initially a divestment study to prepare the cannery for privatisation. Following the successful incorporation of the project, LML undertook a consultancy to improve Efficiency of production methods for staff including management. Following successful development of tuna cannery, further production increase was requested through training and management systems. Landell Mills provided consultants to train staff in more efficient management techniques and to monitor activities.

Development of Pilot Extension Services

As part of a consortium with ADAS (UK), a team of 5 specialists was fielded over 2 years to establish a pilot extension service for rapeseed and flax that could be expanded to include other crops in the future. The objective was improving the food supply and export earnings in Belarus through market-oriented transformation of the food production and distribution systems; creating joint co-operation with the Ministry of Agriculture and Food in the establishment of a pilot extension service.

Project Pakistan

National Oilseeds Development

Landell Mills, in partnership with Semiotics of Pakistan, provided a team of consultants to prepare a new edible oilseed strategy for Pakistan with the aims of increasing edible oil production in the country, reducing dependency on imported oil and studying the means and measures to make production of domestically produced edible oil both economically viable and with a comparative advantage over imported oil.

Landell Mills in association with Ecologia of Italy and Eurotech of Albania were appointed to prepare and administer a €3.3 million grant to the Government of Albania for environmental mitigation measures as well as institutional strengthening. The main aspects were: sustainable use of water and natural resources, and municipal waste handling

Advice to the Ministry of Agriculture

Landell Mills Ltd is leading a consortium of international companies in the provision of advisory services to the Ministry of Agriculture in Ashgabat. The principal objectives are to promote favourable conditions for a productive food sector, to assist with modernisation of technology, to assist and support the privatisation process and to contribute to improve human nutrition. In practical terms this has involved the following:

Establishment of a planning and technical advisory unit in the Ministry of Agriculture. The undertaking of strategic studies in production processing and distribution. The development of an agricultural development strategy and master plan involving private sector participation. To design and implement a significant training programme within the country and overseas in privatisation, dairy technology, food and vegetable marketing, extension services and irrigation (a tour jointly funded by Tacis and the US Cochrane Fellowship Program). Water Resources Component: One of the early studies undertaken on the project was a review of water supplies for agriculture in the country. The major finding established that out of the 24,400 Mm3 abstracted annually from the Amu Darya and other rivers for agricultural use it is estimated that about 50% is lost and cannot be used for crop production. Of the water lost just over half (54%) occurs as conveyance losses from the Kara Kum and related canals and from the other local canal systems in Lebap and Dashhowuz regions. The remaining losses, 46% of the total, occur in the fields, where furrow irrigation predominates and uneven water distribution results in deep percolation.

The principal recommendation was to concentrate on improving the performance of existing irrigable areas rather than expansion into new areas. The study recommended a programme of capital intensive works over a 20-25 year period to be preceded by a more detailed water resources study at a cost of US $ 1.3 million.

Support for Privatisation of Dairy Processing by Farmers’ Cooperatives

Landell Mills provided consultancy input and technical assistance as part of the Phare programme, funded by the EC, to assist in the privatisation of the food-processing sector. The financial and technical information provided by Landell Mills related to the future/proposed management of selected food processing industries in the Republic of Estonia – the meat-processing sector and the dairy or milk-processing sector.

Privatisation and Restructuring Programme

Under the framework of the EC-funded Management Consulting Services Contract (1993/94) with the Czech Ministry of Industry, LML was responsible for the marketing and management study for STS Jindøichùv Hradec – a steel-based manufacturing company 150 km south of Prague. The company’s main products are wood splitters, wood burning boilers, metal band sanders and straw crushers – these are manufactured (machining, welding, assembly) from mainly Austrian and German components. The main objectives of the study were:

Project Albania

Agricultural Sector Adjustment Credit

The Government of Albania concluded negotiations with the World Bank, the Government of the Netherlands and the Government of Japan on a US$33 million credit for the support of the agricultural sector. Landell Mills was selected to take responsibility for the procurement procedures under the terms of the credit. A resident specialist was seconded to the Project Implementation Unit within the Ministry of Finance & Economy to assist and train unit staff in procedures connected with the three main components: a quick disbursing component, an investment component and a technical assistance component.
