As part of a consortium with ADAS (UK), a team of 5 specialists was fielded over 2 years to establish a pilot extension service for rapeseed and flax that could be expanded to include other crops in the future. The objective was improving the food supply and export earnings in Belarus through market-oriented transformation of the food production and distribution systems; creating joint co-operation with the Ministry of Agriculture and Food in the establishment of a pilot extension service.

The principal recommendation was to concentrate on improving the performance of existing irrigable areas rather than expansion into new areas. The study recommended a programme of capital intensive works over a 20-25 year period to be preceded by a more detailed water resources study at a cost of US $ 1.3 million.

The financial and technical information provided by Landell Mills related to the future/proposed management of selected food processing industries in the Republic of Estonia – the meat-processing sector and the dairy or milk-processing sector.
Under the framework of the EC-funded Management Consulting Services Contract (1993/94) with the Czech Ministry of Industry, LML was responsible for the marketing and management study for STS Jindøichùv Hradec – a steel-based manufacturing company 150 km south of Prague. The Government of Albania concluded negotiations with the World Bank, the Government of the Netherlands and the Government of Japan on a US$33 million credit for the support of the agricultural sector. Landell Mills was selected to take responsibility for the procurement procedures under the terms of the credit. A resident specialist was seconded to the Project Implementation Unit within the Ministry of Finance & Economy to assist and train unit staff in procedures connected with the three main components: a quick disbursing component, an investment component and a technical assistance component.
