Forest Sector Support Programme

Landell Mills provided a team to undertake the preparation of an EC funded project to support the forestry sector in Java, Sumatra and Kalimantan. The final identification mission prepared the tender document for a technical assistance package consisting of terms of reference, equipment specification and technical descriptions of the forest inventory, fire protection, and communications project components.

VECEP Artisanal Fisheries Development Project

This is a continuation of the previous programme (PEC) that LML implemented. LML provided the core management team responsible for the design of a detailed development plan and its implementation throughout the four countries over the five-year span of the project. LML also provided a wide range of technical expertise covering all the specialist areas that the project required. The main objectives were continuation of support for the fisheries and aquaculture sectors along the Pacific Coast from Peru to Colombia and along the Caribbean/Atlantic coast from Colombia to Venezuela. The particular emphasis of this much larger programme was resource evaluation and environmental aspects, artisanal fisheries development and training at all levels. Developing sustainable management regimes for the fisheries and aquaculture industries of the region (and especially for Peru's huge fishery - potentially the world's largest and of great domestic importance) was of particular importance. This is now being transferred to other projects in the region. The project also helped Colombia develop an institutional basis for fisheries management (there was formerly no responsible structure for its management) and has helped develop some 25 artisanal fisheries communities, some with landings as large as 30,000t/year. This significantly increases food rather than fishmeal use of fish, especially with a view to supplying poor inland communities which was a central objective which is now being achieved.

Land Use Planning in Context of Tsetse and Trypanosomosis Control

The regional tsetse and trypanosomosis control project sought to control the occurrence of these problems in the common flybelt (Zimbabwe, Zambia, Malawi and Mozambique) with a view to maintaining and expanding land areas useable for cattle farming. Landell Mills provided the services of an experience Land Use Specialist to establish land practice as an integral part of the planning process in tsetse control.

The Ministry wished to restructure its internal services and review the operation of executive agencies reporting to the Ministry. LML was requested to place a budgetary control specialist to assist in the analysis of costs, put in place a budgetary procedure, and install control measures. Artisanal Fisheries Project – Phase II

This project continued a successful first phase on the development of the artisanal fishery of the Comoros through the development of both the production and post harvest sectors. The second phase confronted the issue of privatisation and divestment of project activities in addition to building on the successes of the first phase. Main areas of activity covered vessel construction, FAD construction and deployment, fishing technique development, marketing and privatisation.

Treecrops Smallholder Development Project

Landell Mills provided a team to advise the Directorate General of Estates on a programme to develop the smallholder rubber and coconut sector. Food Security Specialist

Landell Mills Ltd was retained to advise the Minister of Agriculture on food security issues under an assistance programme from the UK Government's `Know-How Fund'. As for a number of former States of the USSR, a fundamental problem facing the country was a dependence on imports of grain, dairy products, and sugar. These accounted for 70%, 80% and 95% of consumption respectively and the Government was committed to reducing such dependence. Landell Mills investigated what were the likely costs and benefits of shifting agricultural production towards grain, dairy, and sugar at the expense of traditional export crops. In addition - within the context of an emerging market economy - the Company advised the Ministry on an overall policy framework, institutional arrangements and technologies required to achieve the agree objectives. The technical assistance was provided by one residential economist assisted by short-term specialists from Landell Mills Ltd and Natural Resources Institute, UK

Study of the Milk and Fresh Produce sectors and Privatisation of Sovkhozes and the Wholesale and Retail Trade in Kolpino and Associated Districts in St. Petersburg

Landell Mills Ltd in association with Carlo Lotti of Italy and NESACO of Netherlands implemented a major study, investigating the problems of food production and distribution in the Kolpino area near St Petersburg. In common with similar initiatives in the CIS, the study's main aims were:

to reduce post harvest losses of perishable food stuffs to establish an effective food production, processing and distribution systemto promote private investment in the entire food distribution chain from farmer to retail food store

Pre-Feasibility Study for Fruit & Vegetables in the North West Province of Sri Lanka

At the request of the Chief Minister for the NWP under sponsorship from the Commonwealth Secretariat, consultancy services were provided to consider the opportunities for fruit and vegetable processing in the NWP. The technical services provided considered the raw material production base, processing facilities and constraints, Government support for agro-industrial development and market reviews.

A report was subsequently submitted to the Commonwealth Secretariat which recommended steps to proceed to the full feasibility consideration of one or more investment opportunities resulting in the preparation of suitable business plans.
