Landell Mills fielded 3 experts in the energy, transport and distribution sectors forming part of a delegation of 5 fields of expertise, to advise the Government on Technical Assistance requirements. Each sector team had a budget of ECU 80 million and made recommendations for the areas in most need of assistance.

Pre-selection of Companies for the 1993 Programme of Conversion of Defence Related Industry
As independent management consultants, LML were selected to assist TACIS in their evaluation of the 175 offers from European companies who had expressed interest in the 1993 programme. This programme (comprising 8 or 9 discrete projects) was budgeted at 14 MECU.
The objective of the project was to improve the availability and quality of livestock products and to improve the efficiency and incomes of producers, and in particular to overcome constraints on the availability and quality of animal feeds as a major factor-limiting livestock production. LM provided a team of consultants to: carry out a study of the animal feeds sector and propose a master plan providing a blueprint for future development and identification of major problems and bottlenecks; provide a set of recommended standard specifications for manufacture of feeds; provide improved feed analysis laboratory facilities and feed formulation systems and improvement of feed quality at minimal cost. The consultant also provided assistance and training in the operation of an animal feed mill in an industry evolving from a production oriented base to a market led industry, and from the state to private sector.
