Opportunity Studies for Small and Medium Scale Enterprises in the Mekong Area

A preliminary study of a relatively wide scope to evaluate the general possibility of establishing agro-industries in the Mekong Basin in 1987. That study suggested that a number of agricultural crops and/or products such as rice, cassava and groundnuts currently being grown in sufficient quantity in the Lower Mekong Basin have potential for further local processing in the form of small-scale agro-industries. Landell Mills task was primarily to build up the earlier study and review the opportunities now existing in the Mekong Basin and secondly to pursue a set of specific project opportunity studies, namely:

paper, pulp. woodchips and wood products biothanol, glucose, fructose from cassava cassava flour edible oil from beans and rice bran sugar from sugar cane canned fruits and vegetables

Market Information System Project

The team were responsible for:

undertaking a preliminary market research of the international (EEC) software markets for the applied market information systems and organising study tours for relevant Hungarian staff concerneddeveloping a new system concept in cooperation with the Hungarian staffpreparing hardware solutionsdesigning the software and writing the programsdirection and supervision of the start-up operationcarrying-out in situ training for the operators of the systemevaluating the whole project in cooperation with Hungarian staff.

Spices Sector Mission

The study covered:

a detailed assessment of existing capacity of spice exporters a market study of competing countries exporting chillies, turmeric, coriander seeds, black cumin seeds and gingerreview of consumer market potential of these five products. As a result of the review, a spices export development project was identified which involved a 13 component project (including marketing plan, establishment of Spice Council, packaging and labelling improvements and export manuals) supported by a 5 man foreign team (short-term technical assistance) and a series of study tours for the private sector in Europe and SE Asia

Project Mauritius

Programme for the Control of Fruit Fly Infestation

LML provided a team of specialists that assessed the economic impact of fruit fly infestations on the Mauritian islands. An action plan for the control of the fruit fly, which was economically realistic in relation to the potential value of fruit exports from the country, was recommended. The report led to further work on the development of a costed programme for the implementation of control methods and also included the possibility of regional cooperation with neighbouring islands

Java Sea Pelagic Fisheries Project

The overall objective of the project was to promote higher productivity and sustainable development of the offshore purse seine fishery. Principal project components are assessment of the biological and ecological potential of the offshore fishery, projection of trends and fishing effort, assessment of suitability and scope for improvement of presently used fishing vessels, evaluation of socio-economic viability of identified development options, strategy design and training

Project Pakistan

Fruit and Vegetable Project, Part C: Post Harvest Technology

LML were responsible for the expansion of the capabilities and functions of the Horticultural Research Unit (HRI) at Mirpukhas in Sindh and the Ayub Agricultural Research Institute (ARI) at Faisalabad in Punjab, by establishing Post Harvest Centres (PHCs) and implementing post-harvest improvement programmes in the two provinces. The Project provided for buildings, equipment, vehicles, staff and operational budgets at these two existing research institutes.

Similar programmes (but on a limited scale and without construction of additional buildings but with the provision of budget, equipment, a vehicle and staff) were provided to the Agricultural Research Institute at Tarnab in NWFP, for implementing the post-harvest improvement/demonstration programmes in these two provinces. In order to facilitate successful implementation and transfer of technology, consultant services, local training courses, seminars and overseas fellowships were included; and improvement of the system of establishing and implementing fruit and vegetable quality standards through strengthening of the Department for Agriculture and Livestock Produce Marketing and Grading (DALPMG) in Karachi.

Inhambane Fisheries Development Project

The EU made a large investment in rehabilitating the formerly important fishery in Inhambane province. It involved the installation and up grading of fish collection, storage and trans-shipment facilities as well as assisting the artisanal fishermen to improve their vessels and acquire fishing gear. The remote location and difficult security situation made this an exceptionally challenging project. LML provided and eight-man team and were responsible for the installation of essential equipment, vessel operation and arranging the essential light aircraft air transport.

Project Mauritius

Small Planters Efficiency Study

A sectoral study to determine the incomes arrived from agriculture by the private small-scale sugar cane producers. An analysis of the reasons for differences in yields between smallholders and estate sugar producers and the scope for diversification into others sources of income derived from agriculture. The resultant report provided an action plan and planning documents for Government for future development of the small planter.
