Taking into consideration MAFE's strategy of restructuring and development for the agricultural and rural sectors, the review covered a clarification of the respective responsibilities of existing units:
The Know How Fund and the International Finance Organisation have initiated project activity on land privatisation and farm restructuring in Rostov Oblast. LM provided an agricultural consultant to help build up confidence of the administration and support the farm members in their reorganisation decisions, to back up the strategic advice from the main project agricultural consultants based in Moscow. The adviser was resident in Rostov and submitted comprehensive monthly reports to KHF and IFC
Landell Mills Ltd were requested to participate in a World Bank appraisal mission to Bucharest to advise on measures to support investment in the private framing sector. Specific duties involved advising on the possibility of establishing a market information system which would, amongst other functions, inform farmers of daily prices of agricultural products. Proposals were elaborated for staff recruitment and a financial proposal was prepared compatible with EC-PHARE procedures.

In the framework of the FSP, the European Commission acting on behalf of the European Community decided in 2002 to allocate a EUR 20 million grant in favour of the Kyrgyz Republic for budgetary support on the period 2004-2005 [FOOD/2002/002-368].
An important general condition for the mobilisation of this support is the satisfactory implementation of the macro-economic programme agreed with the IMF and World Bank.
The project is formed by two missions to Kyrgyzstan. It reviews the mid-term period of the second cycle of the 2002 Food Security Programme in favour of the Kyrgyz Republic after the release of the first three instalments.
Landell Mills Ltd in association with Centre for Economic Reform and Transformation (Heriot Watt University) undertook a short assignment to assist the UK Joint Assistance Unit gain an appreciation of the food production and distribution sectors in Russia and review the activities of other donors in order to develop its own objectives and plans for providing assistance to the food sector.
Issues included price liberalisation, production subsidies and directed credit, land reform, farm restructuring and privatisation, input supply including extension and credit and food distribution (including wholesale & retail markets). The research findings were summarised at a seminar attended by ODA consultancy groups and commercial companies in the food business
