Climate Finance Specialist/Team Leader (International)

We are looking for a Climate Finance Specialist/Team Leader (International) for an Asian Development Bank (ADB) consultancy opportunity in Nepal: Design of Green and Resilience Financing Facility Investment Program (GREFF) – Consulting Firm. About the project

The Technical Assistance (TA) will support outputs 1-3 of the program, which aims to assess climate hazards across sectors in Nepal and to identify barriers to accessing green/climate financing. The TA will support the development of a financing facility for green and resilience measures with the development of pipeline projects for financing (including the conducting of ADB social, economic and environmental safeguards) and the linking of these to financing opportunities.

  • Output 1: This will entail developing the program's conceptual framework, with detailed climate risk assessment to take place and analysis of the barriers to accessing finance.
  • Output 2: Preparation of the financing facility, including looking into the eligibility criteria of projects according to ADB safeguarding principles, as well as looking at the eligibility criteria for the recipients of financing.
  • Output 3: Work on linking of projects to financing options, including the collating of available funds (from Green Climate Fund (GCF) etc.) into a consolidated pipeline of funds to link to pipeline projects.
Experience and requirements for the role

The international Climate Finance Specialist/Team Leader should at least have a Master’s degree in climate finance, climate change, finance, economics or other related discipline and 15 years of experience in climate finance and climate adaptation assignments in developing countries. They should also have a minimum of 3 experiences working on ADB Transaction TA (TRTA)/Project Preparatory TA (PPTA) projects, and significant team leadership experience on large-scale consulting assignments. Experience in Nepal is desired, or other high mountainous regions.
