Team Leader - European Union in South Africa: Bridging Inequalities Through Greener Municipalities
We are looking for an exceptional Team Leader for a 4-year contract funded by the European Union in South Africa: Bridging Inequalities Through Greener Municipalities.
About the project
The Technical Assistance (TA) will support selected municipalities within the provinces of Gauteng, KwaZulu Natal, Limpopo and Mpumalanga across three key objectives, contributing to an overall goal of reducing inequalities in South Africa whilst supporting the Government in mitigating climate change impacts to achieve its Nationally Determined Contribution (NDC):
- To enhance the performance/effectiveness and resilience of municipalities
- To facilitate municipalities’ green investments
- To increase inclusive and gender-sensitive resilience and response capacity to Climate Change enhanced by community civic engagement and awareness on green social and economic benefits and opportunities
Experience and requirements for the role
The Team Leader should be educated to Master’s level in a relevant discipline, have extensive experience of leading internationally-funded technical assistance contracts and have proven knowledge of local government and environmental policy in South Africa. The full profile is as follows:
Qualifications and skills
- Educational Qualification required: Master degree in one or more of the following disciplines: BSC Civil Engineering, Town and Regional planning, Environmental studies. A post-graduate degree in one of the above mentioned field would be considered as an asset.
- Professional experience of minimum 5 years in the matters above, in addition to the general professional experience, may replace the Master degree;
- Proven knowledge of South Africa Local Government sector and Environmental Affairs legislations.
- Fluency in English
General professional experience
- A minimum of 12 years of general professional experience in Civil Engineering, Town and Regional planning, Environment or similar;
Specific professional experience
- At least 10 years’ experience in strategic planning and/or financing for municipalities in Middle income countries;
- At least 8 years’ experience as a team leader in an international donor financed projects;
- Proven experience in public sector management would be considered an advantage.
